Abstract

الملخّص الدّبلوماسيّة القطريّة تُجاه الأزمة الخليجيّة القطريّة (2017_2022م) إعداد: حليمة جمال محمّد زماعرة إشراف: د. عماد البشتاوي سلّطت هذه الدّراسة الموسومة بــ "الدّبلوماسيّة القطريّة تُجاه الأزمة الخليجيّة القطريّة (2017-2022)"الضّوءعلىالدّبلوماسيّة القطريّة تجاه الأزمة والمقاطعة الّتي تعرّضت لها من دول الجوار (السّعودية الإمارات، البحرين، إلى جانب مصر)،حيث وضّحت أسباب تلك الأزمةوأساليبها، وسياسات دول الأزمة في التّعامل مع ذاك الواقع السّياسيّحينها وتحديدًا دولة قطر، كما تناولتأبرز الأساليب الّتي اتّخذتها قطر في مواجهة الأزمةفي ظلّ تجهيزاتها لاستضافة الحدث العالميّ(مونديال 2022)، وتطرّقت كذلك إلى تداعيات الأزمة على الدّول المعنية، وعلى السّياسية الخليجيّة المتمثّلة بمجلس التّعاون الخليجيّ، وكيف سخّرت الدّوحة الوسائل الدبّلوماسيّة للخروج من تلك الأزمة بأقلّ الأضرار. واقتضت الدّراسة اتباعمنهجيْن علميّين رئيسيْن، هماالمنهج الوصفيّ التّحليليّ ومنهج دراسة الحالة، فهدفت الدّراسة إلى التّعرّف إلى طبيعة الأـزمة الخليجيّة القطريّة، ومعرفة العوامل الّتي أدّت إلى زعزعة الاستقرار بين الدّول الخليجيّة، والتّطرّق إلى الأدوات الدّبلوماسيّة الّتي لجأت إليها قطر لتجاوز الأزمة، واستعدادها لاستضافة كأس العالم عام (2022م). كماجاءت الدّراسة في أربعة فصول، تناول الأوّل أهمّية الدّراسة وإشكاليّتها والمنهجيّة المتّبعة فيها، واشتمل الفصل الثّاني السّياسة الخارجيّة القطريّة، حيث بيّنتماهية السّياسة وأدواتها وعملية صنع القرار فيها ومحدّداتها، وبين الدّبلوماسيّة القطريّة كأداة من أدوات تلك السّياسة، فيما احتوى الفصل الثّالث تبيان الأزمة الخليجيّة، بين النّشأة والتّطوّر، والمواقف الإقليميّة والدّوليّة منها، وتداعياتها على المستوى الإقليميّ، أمّا الفصل الرّابع فقد أظهر دور الدّبلوماسيّة القطريّة في حل الأزمة الخليجيّة القطريّة ، وتراجع هذه الأزمة من خلال توضيح الآليّة الّتي اتّبعتها قطر في حلّها، واستضافة كأس العالم (2022م).

Abstract ‏Qatari diplomacy towards the Qatari Gulf crisis 2017-2022. ‏Prepared by: Halima Jamal Muhammad Zamaara ‏Supervised by: Dr. Imad Al-Bashtawi ‏This study discusses the Qatari diplomacy towards the crisis and the boycott to which it was exposed from neighboring countries (Saudi Arabia, the United Arab Emirates, Bahrain, in addition to Egypt). This study explains the causes of the crisis, its methods, and the policies of the crisis countries in dealing with the political reality to which it was exposed, specifically the State of Qatar, and addresses the most prominent mechanism taken by Qatar in confronting this crisis, especially in light of its preparations to host a global event represented by the 2022 World Cup. In addition to the most prominent repercussions of that crisis on the countries concerned, and on Gulf politics represented by the Gulf Cooperation Council, and how Doha harnessed diplomatic means to get out of that crisis with the least damage. ‏The study required the use of two main scientific approaches, namely the descriptive analytical approach and the case study approach. The study aimed to identify the nature of the Qatari Gulf crisis, find out the factors that led to destabilization among the Gulf countries, and touch on the diplomatic tools that Qatar resorted to to overcome the crisis and its readiness to host the World Cup. The world in 2022 AD. ‏The study came in four chapters: The first chapter presents the importance of the study, its problem, the methodology used, and the objectives of the study. The second chapter includes the Qatari foreign policy, explaining the nature of the policy, its tools, the decision-making process of it, its determinants, and the Qatari diplomacy as one of the tools of that policy. While the third chapter discusses the Gulf crisis, between its origins and development, The regional and international positions on the crisis, and the repercussions of that crisis at the regional level. The fourth chapter , it showed the role of Qatari diplomacy in resolving the Qatari Gulf crisis, and the decline of this crisis by clarifying the mechanism that Qatar followed in resolving it and hosting the World Cup (2022 AD).
