التخطيط الاستراتيجي ودوره في التنمية المحلية من وجهة نظر أعضاء المجالس البلدية الفلسطينية

Abstract

المخلص هدفت الدراسة إلى التعرف علىالتخطيط الاستراتيجي ودوره في التنمية المحلية من وجهة نظر المجالس البلدية الفلسطينية،حيث استخدم الباحث في هذه الدراسة المنهج الوصفي،وتكوّن مجتمع الدراسة من كافة أعضاء المجالس البلدية في البلديات الفلسطينية الكبرى، حيث استطاع الوصول إلى 132عضواً, أي بنسبة (88%) من أفراد مجتمع الدراسة، استخدم الباحث أداة الاستبانة لجمع البيانات والحصول على المعلومات لقياس أهمية التخطيط الاستراتيجي في دعم التنمية المحلية من وجهة نظر المجالس البلدية في البلديات الفلسطينية،و توصل إلى أن مستوى التخطيط الاستراتيجي في دعم التنمية المحلية من وجهة نظر أعضاء المجالس البلدية الفلسطينيةقد جاءت النتائج بدرجة متوسطة للدرجة الكلية وللأبعاد (التحليل الاستراتيجي (تحليل البيئة الداخلية والخارجية)، وجود توجهات استراتيجيات للبلدية، وجود خطة استراتيجية وتنفيذية، تنفيذ الخطة الاستراتيجية، مراقبة وتقييم الخطة الاستراتيجية) بينما جاءت بدرجة مرتفعة للبعد (دعم المجلس البلدي للتخطيط الاستراتيجي)، كما تبين أن مستوى دعم التنمية المحلية (التنمية البيئية، التنمية الاقتصادية، التنمية الاجتماعية) في البلديات من وجهة نظر المجالس البلدية الفلسطينية جاء بدرجة متوسطة للدرجة الكلية وللأبعاد.وأظهرت النتائج أن معيقات التخطيط الاستراتيجي من وجهة نظر أعضاء المجالس البلدية الفلسطينية بدرجة متوسطة.حيث حصلت الفقرة (صعوبة إحداث توازن بين التخطيط الاستراتيجي والتخطيط الإجرائي) على أعلى درجة بدرجة مرتفعة، وكان أقل الفقرات أهمية الفقرة (استخدام المجلس البلدي استراتيجيات بلديات أخرى لا تتناسب مع واقع بلدياتهم) بدرجة متوسطة. وكما أظهرت النتائج أن معيقات التنمية المحلية من وجهة نظر أعضاء المجالس البلدية الفلسطينية بدرجة متوسطة.حيث حصلت الفقرة (الموارد المحلية التي لا تكفي لتنفيذ المشاريع الاستراتيجية) على أعلى درجة وبدرجة مرتفعة، وكان أقل الفقرات أهمية الفقرة (محدودية الاختصاصات الممنوحة للمجلس البلدي) وبدرجة متوسطة.وبينت النتائج بوجوددورللتخطيط الاستراتيجي في دعم التنمية المحلية من وجهة نظرالمجالس البلدية الفلسطينية بقدرة تفسيرية بلغ قمتها (74.1%).

Abstract: The study aimed to explore strategic planning and its role in local development from the perspective of Palestinian municipalities boards. The researcher employed a descriptive methodology, and the study's population consisted of all members of major Palestinian municipalities (boards) . The researcher was able to reach 132 participants, representing 88% of the study's population. A survey tool was used to collect data and gather information to assess the importance of strategic planning in supporting local development as perceived by members of Palestinian municipalities boards. And the findings indicated that the level of strategic planning in supporting local development, as viewed by members of Palestinian municipal boards, yielded moderate results for the overall degree and dimensions. These dimensions included strategic analysis (internal and external environment analysis), the presence of municipal strategic orientations, the presence of strategic and implementation plans, execution of the strategic plan, and monitoring and evaluation of the strategic plan. However, the dimension of municipal boards support for strategic planning achieved a high degree of importance.Furthermore, the results revealed that the level of support for local development (environmental development, economic development, social development) in municipalities, as perceived by members of Palestinian municipalities, was of moderate degree for both the overall score and the dimensions.The results also highlighted moderate barriers to strategic planning as perceived by members of Palestinian municipalities boards. The item "Difficulty in balancing strategic planning and operational planning" obtained the highest score at a high degree of importance, while the item "The municipality employs strategies from other municipalities that are not suitable for their own municipality" was of moderate importance. Similarly, the results indicated moderate barriers to local development as perceived by members of Palestinian municipalities. The item "Insufficient local resources to implement strategic projects" obtained the highest score at a high degree of importance, while the item "Limited authority granted to the municipal council" was of moderate importance Overall, the results demonstrated that there is a role for strategic planning in supporting local development, as perceived by members of Palestinian municipalities, with an explanatory capacity reaching its peak at 74.1%
