Abstract

ملخص الدراسة باللغة العربيّة المشاكل الإداريّة التي تواجه الإذاعة المحلية في محافظة الخليل: مقترحات للتطوير هدفت الدراسة إلى التعرّف على المشكلات الإدارية التي تواجه الإذاعات المحلية في محافظة الخليل، وإلى تطوير الحلول التي من شأنها المساهمة في حلّ هذه المشكلات، وهدفت أيضاً إلى التعرّف على الاختلاف في تحديد هذه المشكلات المتعلّقة في الجوانب الإدارية من التخطيط، والتنظيم، والتوجيه، والرقابة، واتّخاذ القرار، والمباني المناسبة للعمل الإذاعي. ولتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي، وقد تكوّن مجتمع الدراسة من أغلب مديري الإذاعات المحلية في محافظة الخليل وبعض موظّفيها، البالغ عددهم ((11 مديراً و(4) عاملين، وتم استخدام الملاحظة والمقابلة في الدراسة، وتم تحليل المقابلات وتفريغها بما يتناسب مع أهداف الدراسة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها أن الإذاعات المحلية في محافظة الخليل تواجه العديد من المشكلات الإدارية في المجالات الآتية: الجانب المادي، يليها مجال الخبرات والتقنيات، ثمّ مجال الخلط بين المفاهيم الإدارية والإعلامية، يليها مجال البناء والتجهيزات. كما أظهرت الدراسة أن الإذاعات المحلية تواجه مشكلات إدارية بدرجة قليلة تتعلق بالاحتلال، وأظهرت أيضاً عدم وجود اختلاف في تحديد المشكلات الإدارية التي تواجه الإذاعات المحلية في محافظة الخليل. وقدّمت الدراسة مجموعة من التوصيات أهمها: إيجاد قسم إداري مختص في معالجة المشاكل داخل الإذاعة، توضيح التقسيمات الهيكلية داخل الإذاعة، ضرورة اهتمام وزارة الإعلام بالإذاعات المحلية، وحماية موجاتها من التشويش، وتحسين الصورة الذهنية عن الإذاعات لدى جمهور المستمعين من خلال عقد دورات تثقيفية بالدور المهم للإذاعات المحلية. Abstract Managerial Problems Facing Local Radios in Hebron Governorate: Suggestions of Development The study aimed to identify the managerial problems facing the local radios in Hebron governorate and develop solutions that may contribute to solving these problems. In addition, this study aimed to identify the differences related to these problems according to managerial aspects: planning, organizing, leading, controlling, decision-making, and premises. In order to achieve its objectives, the study used the descriptive approach as well as the observation and interview. The study population consisted of (11) managers and (4) employees in the governorate of Hebron. The interviews were transcribed, analyzed and discussed in line with the objectives of the study. The results showed that the local radios in Hebron governorate face several managerial problems in the following areas: finance, experience, technology, confusion between managerial concepts and media concepts, the local community and audience, and finally premises and equipments. The study also showed that the local radios in Hebron governorate face little managerial problems related to occupation. There were no significant differences in the identification of managerial problems that face the local radios in Hebron governorate. The study concludes with the following recommendations: 1. Finding an administrative department specialized in dealing with problems within the radio. 2. Clarify the structural divisions within radio stations. 3. The stereotypical image of the local radios should be improved through holding educational courses about the important role played by local radios.
