Abstract

الملخّص دور الدّبلوماسيّة الثّقافيّة في تعزيز الرّواية الفلسطينيّة السّينما نموذجًا إعداد: يارا العواودة إشراف: د. بلال الشّوبكي هدفت هذه الدّراسة الموسومة بــ"دور الدّبلوماسيّة الثّقافيّة في تعزيز الرّواية الفلسطينيّة السّينما نموذجًا"إلى دراسة الدّور الحيويّ الّذي يلعبه الفن السّابع (السّينما) في طرح الرّواية الفلسطينيّة بلسان وصوت فلسطينيّ، ومدى تأثيرها في تعزيز التّأييد والتّضامن العالميّ مع القضيّة الفلسطينيّة، وسعي الشّعب الفلسطينيّ نحو الحرّيّة والاستقلال، كما ناقشت الدّراسة أهمّيّة الدّبلوماسّية الثّقافيّة كونها حقلًا جديدًا في العلاقات الدّوليّة يمّكن تحقيق الأهداف والمصالح الوطنيّة بطرق أكثر جاذبيّة وانتشارًا. وقد ركّزت الدّراسة على المفاهيم المرتبطة بالدّبلوماسيّة والدّبلوماسيّة الثّقافيّة، مع التّركيز على الدّبلوماسية الثّقافيّة الفلسطينيّة، وسعت إلى تحديد مدى فاعليّتها وتعريفها من حيث الهويّة والممثّلين لها، سواء من المؤسّسات الثّقافيّة الفلسطينيّة الأهليّة أو الحكوميّة،علاوة على ذلك تناولت الدّراسة نشأة السّينما الفلسطينيّة وتطوّرها، والتّحدّيات الّتي تواجهها، وأشارت إلى آفاق ازدهارها لخدمة الرّواية الفلسطينيّة. كما اقتضت الدّراسة اعتماد المنهج التّحليليّ الاستقرائيّ لفهم كيفيّة توظيف السّينما كأداة للدّبلوماسيّة الثّقافيّة لتعزيز الرّواية الفلسطينيّة، وذلك من خلال استعراض البيانات التّاريخيّة حول تطوّر السّينما الفلسطينيّة خلال العقود المختلفة، ودورها في نقل الرّواية الفلسطينيّة وتشكيلها على المستوييّن المحليّ والدّوليّ. وتوصّلتفصول الرّسالة كلّها مجتمعة إلى عدّة نتائج، من بينها: أنّ الدّبلوماسيّة الثّقافيّة الفلسطينيّة تفتقر الدّور الواضحوالرّسميّلتوظيف السّينما كأداة تعزيز لدورها الدّوليّ، ورغم غزارة الإنتاج الثّقافيّ الفلسطينيّ وخاصّة السّينمائيّ، إلّا أنّه يحتاج إلى التّنظيم والدّعم الماليّ اللازم ليصل إلى مستوى نظيراته العالميّة، كما أنّ دور السّينما الفلسطينيّة في حشد التّضامن والتّأييد العالميّ كان محدودًا لأسباب عدّة، منها: محاولات اللوبي الصّهيونيّ العالميّ عرقلة وجود الفيلم الفلسطينيّ في المهرجانات والمنصات الدّوليّة، أو مشاركة الفيلم الفلسطينيّ تحت مظلّة الدّولة المنتجة له نتيجة عدم اعتراف العديد من المهرجانات والمحافل السّينمائيّة بالهوية الفلسطينيّة. وتستمرّ السّينما الفلسطينيّة في الإنتاج السّينمائيّ على الرّغم من التّحديات بفضل التّطوّر التّكنولوجيّ،حيث ساهم الإنترنت ومواقع التّواصل الاجتماعيّ في نشر الأفلام الفلسطينيّة بشكل أوسع وأسرع، ما سمح بوصولها إلى شريحة أكبر من الجماهير العالميّة، وكان من النّتائج المرتبطة بتغيير وجهة نظر الرّأي العام العالميّ تجاه القضيّة الفلسطينيّةوعلى وجه الخصوص بعد "عمليّة طوفان الأقصى 2023"،حيث ظهر العديد من السّينمائيّين العالميّين المدافعين عن الفلسطينيّين وقضيتهم، على سبيل المثال تحدّثكثير من الفنّانين الأمريكيّين عمّا يحصل في فلسطين في العدوان الصّهيونيّ على غزّة،على رأسهم:(مارك روفالو، تشارلز دانس ، ايما واتسون، سوزان ساراندون)، إضافة إلى تغريدات ومشاركات المشاهير في المسيرات المنظّمة لتأييد الشّعب الفلسطينيّ والمطالبة بوقف العدوان على غزّة. الكلمات المفتاحيّة: (الدّور، الدّبلوماسيّة الثّقافيّة، السّينما، الرّواية، السّردية الفلسطينيّة، فلسطين، الرّأي العامّ العالميّ)

The Abstract The Role of Cultural Diplomacy in Promoting the Palestinian Narrative: Cinema as a Model.

This study, entitled “The Role of Cultural Diplomacy in Promoting the Palestinian Narrative: Cinema as a Model,” addressed the vital role played by the seventh art (cinema) in presenting the Palestinian narrative with a Palestinian language and voice, and the extent of its impact in enhancing global support and solidarity with the Palestinian cause. The Palestinian people’s quest for freedom and independence. The study also discussed the importance of cultural diplomacy as a new field in international relations, through which national goals and interests can be achieved in more attractive and widespread ways. This study focused on concepts related to diplomacy and cultural diplomacy, with an emphasis on Palestinian cultural diplomacy. It aimed to determine the extent of its effectiveness and define it in terms of identity and its representatives, whether they are from Palestinian civil or governmental cultural institutions. Moreover, the study addressed the emergence and development of Palestinian cinema, the challenges it faces, and pointed out the prospects for its development to serve the Palestinian narrative. The study sought to use the inductive analytical approach to understand how cinema can be used as a tool for cultural diplomacy to promote the Palestinian narrative, by reviewing historical data on the development of Palestinian cinema over different decades, and its role in transmitting and shaping the Palestinian narrative at the local and international levels. The study is divided into three chapters: The first chapter deals with the importance of the study, its objectives, and its theoretical framework; The second chapter explains the scientific concepts of diplomacy, cultural diplomacy, and Palestinian cultural diplomacy, through a historical narrative of its origins, development, and extent of its effectiveness. The final chapter reviews the history of Palestinian cinema, its development, and its role in promoting the Palestinian narrative, in addition to conclusions and recommendations. The study reached several conclusions, including that Palestinian cultural diplomacy lacks a clear or official role to use cinema as a tool to enhance its international role. Despite the abundance of Palestinian cultural production, especially cinema, it lacks the organization and financial support necessary to reach the level of its international counterparts. The role of Palestinian cinema in mobilizing global solidarity and support was limited for several reasons, including the attempts of the international Zionist lobby to obstruct the presence of the Palestinian film in international festivals and platforms, or the participation of the Palestinian film under the umbrella of the state that produced it as a result of the failure of many film festivals and forums to recognize the Palestinian identity. I Despite these challenges, Palestinian cinema continues to produce films thanks to technological development. The Internet and social networking sites have contributed to disseminating Palestinian films more widely and quickly, allowing them to reach a larger segment of global audiences.
