أثرُ تطبيقِ قواعدِ الحكمِ الرشيدِ في مؤشّراتِ التنميّةِ المستدامةِ في الجمعياتِ التعاونيّةِ في محافظةِ الخليل

Abstract

ملخص الدراسة تهدف هذه الدراسة التعرف إلىأثر تطبيق قواعد الحكم الرشيد في مؤشرات التنمية المستدامة في الجمعيات التعاونية في محافظة الخليل، وقد تم اتباع المنهج الوصفي التحليلي لتحقيق أهداف الدراسة، وتم استخدام الاستبانة أداةً لجمع البيانات، وتم التحقق من صدق الأداة وثباتها بالطرق العلمية. تكوّن مجتمع الدراسة من الجمعيات التعاونية العاملة في محافظة الخليل، وبلغ عددها (48) جمعية عاملة وفقا لبيانات هيئة العمل التعاوني للعام العام 2023م. وتم استخدام أسلوبالمسح الشامل لجميع أفراد مجتمع الدراسة والذي يتكون من جميع رؤساء وأعضاء لجان الإدارة وموظفي الجمعيات التعاونية في محافظة الخليل والبالغ عددهم (169) مبحوثا ومبحوثة، وذلك حسب إحصائيات رسمية صادرة عن هيئة العمل التعاوني في محافظة الخليل. أظهرت النتائج وجود أثر إيجابيلتطبيق قواعد الحكم الرشيد في مؤشرات التنمية المستدامة في الجمعيات التعاونية في محافظة الخليل،وأن أثر تطبيق قواعد الحكم الرشيد ككل جاء بتقدير مرتفع، وأن هذه النتائج تبعاً لإختلاف القطاع الذي تمارس به الجمعية نشاطاتها، والمسمى الوظيفي، والجنس، وسنوات الخبرة جاءت بتقدير مرتفع، كما أظهرت أن مستوى مؤشرات التنمية المستدامة ككل جاء بتقدير مرتفع، وأن مستوى مؤشرات التنمية المستدامة في الجمعيات التعاونية في محافظة الخليل تبعاً لاختلاف القطاع الذي تمارس به الجمعية نشاطاتها، والمسمى الوظيفي، والجنس، وسنوات الخبرة جاء بتقدير مرتفع، كما أظهرت النتائج وجود علاقة إيجابية ذات دلالة إحصائية بين الدرجة الكلية لتطبيق قواعد الحكم الرشيد وبين التنمية المستدامة في الجمعيات التعاونية في محافظة الخليل. استنادا إلى نتائج الدراسة قدم الباحث عددا من التوصيات، التي كان من أهمها: العمل على تعزيز تطبيق قواعد الحكم الرشيد في الجمعيات التعاونية في محافظة الخليل، من خلال: إيجاد أنظمة مالية وإداريةوأنظمة تحدد بوضوح القواعد المطلوب الالتزام بها من طرف الرؤساء، وأمناء السر، وأمناء الصندوق، والمدراء الإداريين، والمدراء الماليين للجمعيات التعاونية العاملة في محافظة الخليلوعواقب مخالفتها، واستجابة الجمعية في نشاطاتها ومشاريعها المجتمعية لاحتياجات المجتمع المحلي بالتنسيق والتوافق مع مؤسسات المجتمع المحلي. والعمل على رفع أثر تطبيق مؤشرات التنمية المستدامة في الجمعيات التعاونية في محافظة الخليل من خلال: تعزيز العمل بالشراكة مع المجتمع المحلي في تحديد الاحتياجات الاجتماعية لهم، والمساهمة في توفير البنية التحتية للمناطق الأكثر احتياجا في مناطق عمل الجمعية، والمساهمة في مجال الصحة العامة في مناطق عمل الجمعية.

Abstract This study aims to identify the impact of applying the rules of good governance on indicators of sustainable development in Cooperative Organizations in Hebron Governorate. The descriptive analytical approach was followed to achieve the objectives of the study. The questionnaire was used as a tool for collecting data, and the validity and reliability of the tool was verified by scientific methods. The study population consisted of Cooperative Organizations operating in Hebron Governorate, and their number reached (48) operating organizations according to the data of the Cooperative Work Authority for the year 2023. A comprehensive survey method was used for all members of the study population as a sample for the study. The results showed a positive impact of applying the rules of good governance on sustainable development indicators in Cooperative Organizations in Hebron Governorate. It also showed that the level of implementation of good governance rules as a whole was highly rated, as its percentage reached (77.7%). It showed that the level of application of the rules of good governance according to the sector in which the association carries out its activities, job title, gender, and years of experience was highly rated, as its percentage reached (77.4%). It also showed that the level of sustainable development indicators as a whole was highly rated, reaching a percentage of (78.9%). It showed that the level of sustainable development indicators in Cooperative Organizations in the Hebron Governorate, depending on the sector in which the association carries out its activities, job title, gender, and years of experience, was highly rated, as its percentage reached (78.4%). The results also showed a positive, statistically significant relationship between the overall degree of application of good governance rules and sustainable development in Cooperative Organizations in Hebron Governorate. Based on the results of the study, the researcher presented a number of recommendations, the most important of which were: working to enhance the application of the rules of good governance in Cooperative Organizations in the Hebron Governorate, through: creating financial and administrative systems and systems that clearly define the rules required to be adhered to by members of the association’s management committee and employees. The consequences of violating it, and the association’s response in its community activities and projects to the needs of the local community in coordination and agreement with local community institutions. And working to raise the level of application of sustainable development indicators in Cooperative Organizations in Hebron Governorate through: enhancing work in partnership with the local community in identifying their social needs, contributing to providing infrastructure for the most needy areas in the association’s work areas, and contributing to the field of public health in work areas.
