سياسات حركة حماس اتجاه السُّلطة الوطنيَّة الفلسطينيَّة 1993ـ2007م

Abstract

ملخَّص الرّسالة باللغة العربية اهتمت هذه الدّراسة بالبحث في سياسات حركة المقاومة الإسلاميّة " حماس "اتجاه السُّلطة الوطنيَّة الفلسطينيَّة من عام 1993م- 2007م . وتهدف هذه الدِّراسة إلى توضيح الأوضاع و التحركات السياسيَّة قبل دخول السُّلطة الوطنيَّة الفلسطينيَّة بالتّعريف بمنظمة التحرير الفلسطينيَّة وميثاقها ونشأتها وهيكلها التّنظيمي والتعريف أيضاً بحركة المقاومة الإسلاميَّة "حماس" من حيث النَّشأة و التَّنظيم و الايدولوجيا و الأهداف والحديث عن الانتفاضة الأولى عام 1987م . وبما أن حماس من أكبر قوى المعارضة على السَّاحة الفلسطينيَّة لاتفاقيات السّلام الموقّعة بين السّلطة الوطنيّة الفلسطينيَّة وإسرائيل فقد تطرَّقتُ هذه الدّراسة إلى الاتفاقيات حيث أَخذت حيزاّ كبيراً في الدّراسة فحلّلت موقف حماس منها وأسباب رفضها لهذه الاتفاقيّات. وكذلك وضّحت موقف حماس من قيام السّلطة الوطنيّة الفلسطينيَّة على أساس اتفاق أوسلو. وتناولت بالتّوضيح والتّحليل موقف حماس من الانتخابات الرئاسيَّة والتَّشريعيَّة للسُّلطة الوطنيَّة الفلسطينيَّة عام 1996م. وموقفها من تعديل ميثاق منظَّمة التَّحرير الفلسطينيَّة عام 1996م. وكذلك تحدَّثت عن انتفاضة الأقصى عام 2000م , (أسبابها , مجرياتها نتائجها) وموقف حماس من المشاريع السِّلميَّة الأمريكيّة التي تبعت اتفاقية أوسلو ( جورج ميتشل 2001م – خطَّة خارطة الطَّريق عام 2002م ) . والاغتيالات الإسرائيليَّة للفلسطينيين ، وموقف حماس من حصار الرَّئيس الفلسطيني الرّاحل ياسر عرفات بمقرِّه في رام الله واستشهاده عام2004م . وتحدثت الدّراسة عن المرحلة الانتقالية بعد وفاة الرئيس الفلسطيني ياسر عرفات ، وعن الانتخابات الرئاسية عام 2005م ، والانتخابات التشريعية الثانية عام 2006م . وانتهت الدّراسة بالوقوف عند الانقسام الفلسطيني عام 2007م وما ترتَّب عليه من نتائج سلبيَّة على الشَّعب الفلسطيني والقضيَّة الفلسطينيَّة .

Abstract This study aims to investigate the Islamic Resistant Movement 'Hamas' policies towards the Palestinian National Authority (PNA) in the period 1993 – 2007 The study sheds light on the Palestinian situation and the political initiatives that proceeded the establishment of PNA . Here , the researcher briefly reviews the establishment and organization of both the Palestinian Liberation Organization (PLO) and Hamas with due respect to former's charter and latter's Ideology. The 1987- Palestinian first Intifada also receives due attention . As Hamas is considered to be the major opposing faction to PNA-Israel agreements , the researcher gives much more attention to these political agreements throughout the study . in this regard , the researcher analyses Hamas attitudes and their causes of refusing the agreements. The study also investigates Hamas attitude from the establishment of PNA on the basis of Oslo accords . moreover, Hamas attitude from the presidential and legislative election of 1996 and the amendment of PLO's charter. The study talks about Al- Aqsa Intifada with regard to its causes and results. The related American political plans – George Michelle 2001 and the following year road map receive consideration.

The study as well reviews Hamas attitude from the siege of late president Arafat in Ramallah till he was martyred , the presidential election at 2005 , the legislative elections at 2006 and the Palestinian division at 2007 . The study extends discussion to include the post – Arafat transitional period in addition to the 2005 – presidential election , and the following year legislative elections , 2006. The Palestinian political split and its negative impacts on Palestinian people and cause finally receives due attention
