Abstract

دور التعليم المهني والتقني في تعزيز فرص عمل للخريجين في محافظة الخليل من وجهة نظر مقدمي خدمة التعليم المهني والتقني هدفت هذه الدراسة إلى التعرف على دور التعليم المهني والتقني في تعزيز فرص عمل للخريجين من مؤسسات التعليم المهني والتقني في محافظة الخليل، ومحاولة الخروج بتوصيات تعمل على تحسين وتطويرالتعليم المهني والتقني وذلك من خلال دراسة محاور التعليم المهني والتقني، (التخصصات المطروحة، المنهاج، المدربون، التقنيات والمستلزمات، التدريب الميداني) في تعزيز إيجاد فرص عمل لهم. اعتمدت الدراسة المنهج الوصفي التحليلي، وأسلوب المسح الشامل لمجتمع الدراسة المكون من ست مؤسسات في محافظة الخليل، حيث تم توزيع (142) استبانه على المدربين في مؤسسات التعليم المهني و التقني، وتم استرداد (142) استبانه، ولم يتم استبعاد أي منها، للوقوف على دور التعليم المهني والتقني في تعزيز فرص عمل للخريجين. خلصت الدراسة إلى أن للتعليم المهني والتقني دوراً متوسطاً في تعزيز فرص عمل للخريجين، وأن العلاقة ما بين مؤسسات التعليم المهني والتقني وسوق العمل من أجل تعزيز فرص عمل لخريجيها هي علاقة متوسطة، وغير مستديمة، وأن مقدمي خدمة التعليم المهني والتقني وأصحاب العمل لا يستفيدون من الإمكانيات المتاحة عند كل منهم. وفي ضوء نتائج الدراسة، أوصى الباحث بمجموعة من التوصيات والتي من شأنها تحسين وتطوير التعليم المهني والتقني للوصول إلى مستوى أعلى في تعزيز فرص عمل للخريجين من مؤسسات التعليم المهني والتقني، وإيجاد آليات تعاون مشترك تجمع مؤسسات التعليم المهني والتقني مع سوق العمل من أجل معرفة احتياجات كل طرف.

Abstract The Role of Vocational and Technical Education in Creating Job Opportunities for Graduates This study aimed at identifying the role of vocational and technical education(VET) in creating job opportunities for graduates from VET institutions in Hebron Governorate. It also tried to come up with recommendations to improve vocational and technical education, through studying its criteria ; such as, offered specializations, the curriculum, trainers, techniques and supplies, and field training. To achieve these goals, the researcher used the descriptive analytical approach , and the method of mass survey. The population of the study consists of six vocational and technical institutions under the supervision of the Ministry of Education in Hebron Governorate. (142) questionnaires were distributed to trainers in the institutions of VET. All the questionnaires were collected; without excluding any of them, to assess and emphasize the role of VET in creating job opportunities for graduates. The results of the study revealed that VET has a medium role in creating job opportunities for graduates. It also showed that there is a relationship between the institutions of VET and the labor market in creating job opportunities for its graduates. However the level of this relationship is average and not sustainable. It also showed that VET providers and employers do not take advantage of the possibilities available for each of them. In the light of the results of this study, the researcher recommended a set of recommendations that aim to improve vocational and technical education in order to reach a higher level of creating job opportunities for its graduates. it also recommended creating proper mechanisms for cooperation between the institutions of vocational and technical education and the institutions of the labor market.
