الادارة الخضراء في قطاع المستشفيات:دراسة حالة مستشفى المطلع "الاوجستا فكتوريا" / القدس

Abstract

ملخص الدراسة هدفت هذه الدراسة الى التعرف على مفهوم الإدارة الخضراء في قطاع المستشفيات، والتعرف على كيفية تطبيق الإدارة الخضراء في مستشفى المطلع، من خلال التعرف على تطبيقات المستشفى لانظمة المشتريات، والية القيادة واتخاذ القرار، وادارة النفايات، واستخدام وسائل النقل، واستخدام الطاقة، واستخدام المياه والصرف الصحي، وانظمة الطعام والتغذية، وادارة الصيدلة، واستخدام المباني، بالإضافة لوضع التوصيات التي تسهم في تحسين وتطوير تطبيق الإدارة الخضراء في قطاع المستشفيات، من خلال دراسة حالة لمستشفى المطلع في القدس. ومن اجل تحقيق اهداف الدراسة تم استخدام المنهج الوصفي لدراسة الادارة الخضراء في قطاع المستشفيات من خلال دراسة حالة لمستشفى المطلع حيث تكون مجتمع الدراسةمن الموظفين اصحاب الاختصاص في المستشفى، وتم استخدام اسلوب دراسة الحالة واعتماد اسلوب المقابلات. توصل الباحث الى مجموعة من النتائج أهمها: وجود ارتباط مباشر بين تطبيق الادارة الخضراء وقطاع المستشفيات،وأن مستشفى المطلع يطبق بشكل كبير نظام الادارة الخضراء من خلال السياسات والاليات ولكن بمسميات اخرى غير الادارة الخضراء، وأن جودة الخدمات تتاثر ايجابيا بشكل كبير بتطبيق انظمة الادارة الخضراء في مستشفى المطلع، وهذا مثبت من خلال حصول المستشفى على شهادات الجودة العالمية المختلفة والتي تتعلق انظمتها بشكل كبير بالادارة البيئية الخضراء والتي تهدف لتقديم الخدمات الطبية باعلى جودة وامان. وقد قدم الباحث مجموعة من التوصيات أهمها: ان يتم التعميم وتثقيف جميع العاملين في القطاع الصحي بالإدارة الخضراء واهميتها للفرد والمجتمع من خلال النشرات التوعوية واللقاءات المختلفة، وتعميم المصطلح الأخضر واتخاذه كشعار من قبل المستشفيات لتعريف العاملين ورواد القطاع الصحي بأهمية الإدارة الخضراء وفاعلية نتائج تطبيقها على الفرد والمجتمع، وتشجيع الداعمين والمانحين على دعم تنفيذ المشاريع التي تعزز من فاعلية وتطبيق الأنظمة الخضراء في قطاع المستشفيات، وعمل حملات تطوعية يتم فيها اشراك المجتمع المحلي للمشاركة في المحافظة على نظافة البيئة المحيطة بالمؤسسات الصحية، وتشجيع البناء الأخضر للمؤسسات الصحية الجديدة من خلال اعتماد التصاميم الخضراء، وتشجيع زراعة النباتات البعلية حول المؤسسات الصحية لتوفير بيئة خضراء تساعد بتوفير مكان مريح لعلاج المرضى، بالإضافة الى الاستفادة وتطبيق تجربة مستشفى المطلع على المستشفيات الاخرى لاعتماد معايير الجودة التي تنمي الادارة الخضراء في هذا القطاع.

Abstract This study aims to identify the concept of green management in the hospital sector, and to learn how to apply green management in Augusta Victoria hospital, in addition to get a view of hospital application for the procurement system, the command and decision-making mechanism, waste management, transportation, energy use, water use and sanitation, food systems and nutrition, pharmacy management, as well as use of buildings, in addition to the development of recommendations that Contribute to the improvement and development of the application of green management in the hospital sector, through a case study of Augusta Victoria Hospital in Jerusalem. In order to achieve the objectives of the study, the descriptive approach was used to study the green management in the hospital sector through a case study of Augusta VictoriaHospital, where the study society is composed of employees with specialization in the hospital, The method of case study was used and the method of interviews. The researcher has reached a series of results. The most important of which are: a direct relationship between the application of green management and the hospital sector. Augusta Victoria hospital is largely applying the green management system through policies and mechanisms but with labels (names) other than green management. The quality of services is positively affected with the application of green management systems in Augusta Victoria hospital; this is evidenced by obtaining various global quality certificates which their systems are largely concerned with green environmental management, which aims at providing the highest quality and safety of medical services. The researcher has reached a series of general recommendations for hospitals and especially for Augusta Victoria hospital, which are: To generalize and familiarize of all health workers about green management and its importance to the individual and society through awareness-raising and various meetings, to publicize and adopt the green term as a slogan by hospitals to familiarize workers and health-sector pioneers with the importance of green management and the effectiveness of the results of their application to the individual and society, to encourage supporters and donors to support the implementation of projects that promote the effectiveness and application of green systems in the hospital sector, to carry out voluntary campaigns in which engaging the community to participate in the cleanliness of the environment surrounding health institutions, to promote green construction for new health institutions by adopting green designs, promoting rain-fed plants around health institutions to provide a green environment that helps provide a comfortable place to treat patients, in addition to utilize and apply the hospital's familiar experience to other hospitals to adopt quality standards that develop green management in this sector.
