استخدام بطاقة التقييم المتوازن لتقييم الجامعات الفلسطينية حالتي جامعة بيت لحم والخليل

Abstract

ملخص الدراسة هدفت الدراسة الى التعرف على مدىاستخدام بطاقة قياس الأداء المتوازن لتقييم الأداء في جامعة الخليل وجامعة بيت لحم من وجهة نظر رؤساء الأقسام الأكاديميين والاداريين والطلبة. ولتحقيق أهداف الدراسة واختبار فرضياتها اعتمدت الدراسة على البيانات الأولية والثانوية، حيث صممت استبانتين لاستطلاع رأي افراد العينة حيث استهدفت الاستبانة الأولى رؤساء الأقسام الإدارية والأكاديمية بعدد (48) مبحوثاً في جامعة الخليل و (45) مبحوثاً في جامعة بيت لحم لدراسة البُعد المالي وبُعد العمليات الداخلية وبُعد التعلم (العاملين) والنمو، واستهدفت الاستبانة الثانية طلبة الجامعتين لدراسة بُعد العملاء (الطلبة)، وقد اعتمدت الدراسة على أسلوب المنهج الوصفي التحليلي وتحليل متغيرات الدراسة واختبار فرضياتها. وكان من اهم نتائج الدراسة أن جامعة الخليل وجامعة بيت لحمتستخدمان بطاقة قياس الأداء المتوازن بأبعادها الأربعة لتقييم الأداء، حيث كان استخدام جامعة الخليل لبطاقة قياس الأداء المتوازن بشكل أكبرمن جامعة بيت لحم.وتعمل الجامعتين علىمواكبةالتطورالعلميمنخلالتطوير برامجهماالأكاديميةوالحرصعلىاستحداث برامججديدةحسبالمتطلباتالعلمية،الأمرالذييمكنهمامنتطبيقبطاقةقياسالأداءالمتوازن. أمَّا أهم توصيات هذه الدراسة فهي أن تعمل كل من جامعة الخليل وجامعة بيت لحم على مواصلة جهود التطور وتكثيفها للارتقاء بهما إلى مصاف الجامعات العالمية. وتطوير العلاقة مع الخريجين ومتابعة أوضاعهم من خلال خطة متكاملة تساعد الخريجين على الاندماج في سوق العمل، والحصول على الفرص المناسبة.

Abstract This study aims to investigate the possibility of the use of Balanced Scorecard (BSC) as a tool to evaluate the performance of Hebron University and Bethlehem University from the perspective of the heads of the academic and administrative departments and the students. In order to achieve the objectives of the study and test hypotheses, the study relied on primary and secondary data, where two questionnaireswere designed to explore the opinion of the sample members, the first questionnaire targeted the heads of the academic and administrative departments of (48) members from Hebron University and (45) members from Bethlehem University to study the financial perspective, internal business process and learning and growth, while the second questionnaire targeted the students of Hebron University and Bethlehem University to study the customer perspective, the study was based on the analytical descriptive method and analysis of the study variables and hypotheses. The main findings of the study was Hebron University and Bethlehem University using Balanced Scorecard with its four dimensions for evaluation their performance,Where Hebron University usingBalanced Scorecard more than Bethlehem University. The two universities are working to keep up with the scientific development through the development of their academic programs and adding new programs according to the scientific requirements, which enables them to implement the Balanced Scorecard. The study recommended that both Hebron University and Bethlehem University should continue to intensify efforts to development and upgrading to reach the ranks of international universities. Also to develop the relationship with graduates and follow up on their situation through an integrated plan in order to help graduates integrate into the market, and have access to appropriate opportunities.
