مساهمة الحركة الأسيرة في صناعة القرار السياسي الفلسطيني (دراسة مقارنة بين حركتي فتح وحماس)

Abstract

الملخص تناولت هذه الدارسة مساهمة الحركة الأسيرة في صناعة القرار السياسي الفلسطيني، كدراسة مقارنة بين حركتي فتح وحماس. فقد هدفت الدراسة إلى التعرف على دور الأسرى في صناعة القرار السياسي الفلسطيني من داخل السجن وخارجه، وقدرة الأسرى على تحويل السجون إلى مدارس ثورية ومؤسسات لها ثقل سياسي على الصعيد الداخلي والخارجي، كما بينت الدور السياسي والنضالي الذي لعبه الأسرى قبل اتفاق أوسلو وبعده، ودورهم في الانتفاضة الأولى عام (1987م) والانتفاضة الثانية عام (2000م)، كذلك ناقشت الدراسة دور الحركة الأسيرة في المصالحة الوطنية، والتي تمثلت في: وثيقة الوفاق الوطني التي جاءت كحَلٍّ مناسب لإنهاء الانقسام الفلسطيني الداخلي، كما بينت الدراسة دور الأسرى المحررين بعد إطلاق سراحهم وتوليهم مناصب قيادية مهمة في كلا الحركتين. ولتحقيق أهداف الدراسة، تناولت الباحثة ثلاثة مناهج علمية: المنهج التاريخي؛ لتتبع تطور قضية الأسرى ودورهم في القرار السياسي، والمنهج المقارن؛ لدراسة أوجه الشبه والاختلاف بين متغيرات الدراسة المتمثلة في حركتي فتح وحماس، والمنهج الوصفي التحليلي؛ للتعرف على ظاهرة الدراسة وفهمها وتحليلها. وقد توصلت الدراسة إلى عدة نتائج أهمها: كان للأسرى دور واضح في الانتفاضة الفلسطينية الأولى عام (1987م)، فقد استطاعوا تحريك أحداثها وإثارة الشعب من خلال البيانات والنداءات والرسائل والإضرابات عن الطعام تضامناً ودعماً للانتفاضة، وإصدار وثيقة الأسرى التي قام بتوقيعها قادة الفصائل داخل سجن هداريم بإجماع كافة الأسرى عليها؛ لإنهاء الانقسام، كما شغل الأسرى مناصب هامة في كلا الحركتين كأعضاء في المجالس التشريعية والمكاتب السياسية والوزارات وغيرها.

Abstract This study dealt with the contribution of the captive movement in Palestinian political decision-making, as a comparative study between Fatah and Hamas movements. The study aimed to identify the prisoners role in the Palestinian political decision from inside and outside the prison, and the prisoners ability to transform prisons into revolutionary schools and institutions that have political weight internally and externally. It also showed the political and struggle role that the prisoners played before and after the Oslo Agreement, and their role in the first intifada in 1987 and the second intifada in 2000, the study also discussed the role of the captive movement in the national reconciliation, which was represented in: The National Accord Document, which came as a suitable solution to end the internal Palestinian division. The study also showed the role of the freed prisoners after they were released and assumed important leadership positions in both movements. To achieve the objectives of the study, the researcher addressed three scientific approaches, the historical approach; to track the evolution of the issue of families, their role in the political decision, and the comparative approach. The study has similarities and difference between the study variables represented in the Fatah and Hamas movements, and the descriptive and analytical method. To know, understand and analyze the phenomenon of the study. The study reached several conclusions. The most important results are: The prisoners had a clear role in the first Palestinian uprising in 1987 AD, as they were able to move its events and provoke the people through statements, calls ,messages and hunger strikes in solidarity and support for the uprising, and the issuance of the prisoners document signed by the leaders of the factions inside Hadarim prisons with the consensus of all prisoners on it. To end the division, the captives held important positions in both movements as members of legislative council, political offices, ministries and others.
