دراسة ممارسات إدارة التميز في بلدية الخليل وفق نموذج التميز الأوروبي EFQM

Abstract

ملخص الدراسة دراسة ممارسات إدارة التميز في بلدية الخليل وفق نموذج التميز الأوروبي EFQM هدفت الدراسة إلى التعرف على درجة ممارسة بلدية الخليل لإدارة التميز وفق نموذج التميز الأوروبي EFQM، وذلك من خلال دراسة واقع تطبيق معايير النموذج بشقيه الممكنات والنتائج. كما هدفت إلى التعرف على الصعوبات والمعوّقات إن وجدت والتي تحول دون وصول بلدية الخليل لدرجة التميز، ومن ثّم وضع بعض المقترحات والتوصيات التي قد تُسهم في تطوير درجة ممارسات إدارة التميز. ولتحقيق هدف الدراسة تم استخدام المنهج الوصفي التحليلي، واعتمدت الباحثة على الاستبانة لجمع البيانات.تم العمل في هذه الدراسة على مجتمعين؛ المجتمع الأول يتمثل بجميع العاملين في بلدية الخليل الذين يشغلون منصب مدير إدارة، مدير، رئيس قسم، رئيس شعبة، ويبلغ عددهم(95)، وتم اختيار عينة عشوائية بسيطة حجمها (76). أما المجتمع الثاني فيمثل جميع المتعاملين من الجمهور أو متلقي الخدمة، وتم اختيار عينة عشوائية حجمها (126). وكانت نسبة استرداد الاستبانات 100%. وقد توصلت الدراسة إلى أن الدرجة الكلية لمدى تطبيق نموذج التميز الأوروبي EFQM)) في بلدية الخليل متوسطة وفق إجابات العاملين، حيث بلغت درجة الوسط الحسابي الكلية(2.40)، كما أن الدرجة الكلية لممكنات التميز متوسطة بوسط حسابي(2.39)، والدرجة الكلية للنتائج المتحققة متوسطة بوسط حسابي(2.40)، كما توصلت الدراسة إلى أن العلاقة بين درجة تطبيق ممكنات التميز في بلدية الخليل ومستوى النتائج المتحققة طردية. كما أن درجة تقييم الجمهور للممارسات الإدارية للبلدية متوسطة بوسط حسابي(2.26). وفي ضوء النتائج التي توصلت إليها الدراسة قدمت الباحثة عدة توصيات أهمها: ضرورة اعتماد البلدية على نموذج التميز الأوروبي EFQM كخطوة مبدئية في إجراء تقييم ذاتي، والتي يمكن من خلالها زيادة الاهتمام بمعايير النموذج، وتوجيه جهودها من أجل الارتقاء بأدائها وخدماتها، واعتماد أسلوب التقييم الذاتي الدوري والمستمر للوقوف على مدى التطورات المتحققة بين فترة وأخرى، واستخدام النتائج كتغذية راجعة في عمليات التخطيط المستقبلية، مع تبني التحسين المتواصل، وضرورة تعزيز مستوى معرفة جميع العاملين بالبلدية بمنهج نموذج التميز EFQM من خلال عقد دورات وورشات تدريبية حول نماذج التميز.

Abstract A Study of Excellence Management Practices in Hebron Municipality According to the EuropeanExcellence Model EFQM The study aimed to identify the degree of the excellence management practices of Hebron municipalityaccording to the European Excellence Model (EFQM), by studying the reality of applying the model’s criteria in both its enablers and results. It also aimed to identify the difficulties and obstacles, if any, that prevent the municipality from achieving the degree of excellence, and then to develop some suggestion and recommendations, that may contribute to developing the degree of Excellence Management Practices. To achieve the goal of the study, the researcher used the descriptive analytical method, and she relied on the questionnaire to collect data. This study was conducted on two groups; the first populationrepresents the high managers entitled as director of administration, director, head of department, head of division, and they are (95) person, a simple random sample of the population (76) person was chosen. As for the second community, it represents all the customers from the public or the recipient of the service, and a random sample size of (126) was chosen. The questionnaires retrieval rate was 100%. The study found that the overall score for the application of the European Excellence Model (EFQM) in the Hebron municipality is medium according to the worker, with a total mean score of (2.40), and the total score for excellence enablers is medium with a mean of (2.39), and the overall score for results achieved is medium with a mean of (2.40). The study also concluded that the relationship between the degree of application of excellence enablers in the Hebron municipality and the level of results achieved is direct.Moreover, the degree of public evaluation of municipal administrative practices is medium, with a mean of (2.26). In the light of its findings of the study,the researcher suggests several recommendations;The most important of themisthe necessity for the municipality to adopt the European Excellence Model EFQM as an initial step in conducting a self-assessment, which could increase interest in the model criteria and pointing its efforts to improve its performance and services.Also, using aperiodic and continuous method for self-evaluation to determine the achievements from time to time, and using the results as a feedback for future planning processes, while adopting continuous improvement, Another recommendation is to enhance the level of knowledge of all municipal employees on the European Excellence Model EFQM by holding courses and training workshops on excellence models.
