Political Corruption: Conceptual and Methodological Approaches

Abstract

Political corruption, as a distinct discipline, has emerged over the past two decades. This is due, perhaps, to the growing conviction that administrative corruption stems from rooted causes that come from above, but manifested through daily practices by clients of those in power. Hence, it is imperative to uncover the real causes that feed and protect administrative corruption, which is merely a symptom of a disease, not the disease itself. The absence of an agreed-upon definition of political corruption does not imply that there is no definition at all. On the contrary, many definitions have been developed. While some definitions came technically narrow by focusing on exclusive criminal practices by public servants, others adopted expanded criteria that comprise various immoral acts with the intention to take personal advantage from public office. At the same time, certain studies defined political corruption based on the character of corrupted individuals: the higher the official individual’s rank and his influence in public sphere, the closer we get to political corruption. This article sheds light on the concept of political corruption by conducting an extensive literature review, with the objective to contribute to future research in this field. Rather than embracing a single definition, the article has extracted three elements encompassing any act that may fall under political corruption. The article proposed a set of methodological directions towards further analysis.

برز مفهوم الفساد السياسي بشكل متزايد خلال العقدين الماضيين. ربما يعود ذلك إلى القناعة المتزايدة بأن الفساد الإداري الذي يقوم به عادة صغار الموظفين، ما هو إلا وجه لظاهرة أعمق تأتي من أعلى الهرم، ولكنها تطفو على السطح من خلال تفاصيل يومية يقوم بها زبائن وأدوات لكبار الساسة. من هنا تأتي ضرورة البحث عن الأسباب التي تغذي وتحمي الفساد الإداري، الذي يعتبر مجرد عرض لمرض متجذر وهو نفوذ المتحكمين في اتخاذ القرارات الكبرى. وبالرغم من عدم وجود تعريف واحد مجمع عليه للفساد السياسي، إلا أن ذلك لا يعني عدم وجود تعريف على الإطلاق. بل، على العكس، برزت العديد من التعريفات التي تعكس المعنى الذي يقصده الباحث الذي يقوم بالتعريف من ناحيتي الضيق والاتساع أو التعميم والتخصيص. فبعض التعريفات جاءت بشكل تقني ضيق يركز على ممارسات محصورة ومجرمة في التشريع تهدف للاستفادة المالية للموظف العام. أما البعض الآخر، فقد استخدم مفهوما موسعا، يشمل أنواعا متعددة من الممارسات الغير أخلاقية التي يهدف مرتكبها إلى الاستفادة له شخصيا أو لفئة معينة على حساب المصلحة العامة. في ذات الوقت، استخدم آخرون تعريفا ركز على طبيعة الأشخاص الذين يقومون بالفساد؛ فكلما ارتفع منصب الشخص وتأثيره، كلما اقتربنا من الفساد السياسي، مثل فساد رؤساء الدول والحكومات والوزراء وقادة الأحزاب وكبار الموظفين. يسلط هذا البحث الضوء على مفهوم الفساد السياسي من خلال مراجعة الدراسات المتعددة في هذا الموضوع، والتي لم تقدم حتى الآن تعريفا مجمعا عليه. يهدف هذا الجهد إلى فتح المجال للتوسع البحثي في حقل الفساد السياسي، تمهيدا لإجراء دراسات مفصلة حول مظاهره وأنواعه وتتعمق في أسبابه، من أجل وضع مؤشرات فنية لقياسه كمقدمة لتبني آليات لمجابهته وتجريمه. كما يحلل البحث عناصر هذا الفساد كبديل عن التعريف الجامع، مع تقديم بعض الخلاصات المنهجية.
