Abstract

ملخص تأثير أداء مؤسسات تأهيل المعاقين في جنوب الضفة الغربية على الكفاءة الخارجية لبرامج التأهيل من وجهة نظر العاملين فيها إعداد الطالبة: مرام عدلي الجعبري إشراف:الدكتور صلاح الزرو التميمي استهدفت هذه الدراسة جمعيات تأهيل المعاقين في جنوب الضفة الغربية" بيت لحم والخليل "من أجل استكشاف تأثير الأداء الداخلي لمؤسسات تأهيل المعاقين على الكفاءة الخارجية لبرامج التأهيل، والوقوف على أهم المشكلات والمعوقات التي تواجه مؤسسات تأهيل المعاقين في تقديم الخدمات للمعاقين، والمشاكل التي تحد من تطور وتحسين الخدمات والتعرف على الفرص المتاحة لذوي الاحتياجات الخاصة من خلال المجالات التالية: الرعاية، والتعليم والتأهيل، والتشغيل. وكذلك التعرف على العوامل الداخلية والخارجية التي تؤثر على مؤسسات تأهيل المعاقين. استخدمت الباحثة في دراستها المنهج الوصفي التحليلي لاعتمادها على وصف الواقع، حيث تم تطوير استبانة خاصة وزعت على مجتمع الدراسة من أجل تحقيق أهداف الدراسة، وقدتم استخدام عينة عشوائية مكونة من 50% من مؤسسات تأهيل المعاقين،حيث تم تحليلها ومعالجتها إحصائيا وعرضها باستخدام حزمة برنامج التحليل الإحصائيSPSS. وقد أظهرت النتائج أن العاملين في مؤسسات التأهيل يقيمون البرامج التي تقدمها هذه المؤسسات للمعاقين إيجابيا،وهم يعتقدون أن الخدمات التي تقدمها هذهالمؤسسات كافية، وتؤدي إلى توفير احتياجاتهم الأساسية، كماتؤدي إلى دمجهم اجتماعيا، وتساهم في تعليمهم وتشغيلهم. أوصت الدراسة بتعزيز العلاقة ما بين مؤسسات تأهيل المعاقين ومؤسسات المجتمع المدني وسوق العمل. The Effect of the Performance of Rehabilitation Institutions in Southern West Bank on the External Efficiency of the Rehabilitation Programs from the Perspective of their Staff Prepared by: Maram Adli Jabari Supervised by: Dr. Salah Al Zaroo

This study targeted the Rehabilitation Institutions in the Southern West Bank "Bethlehem and Hebron". It aimed to explore the effect of the performance of the rehabilitation institutions on external efficiency.It focused on the most important problems and constraints facing rehabilitation institutions for the disabled in regards to the provision of services provided for people with disabilities. It also addressedthe problems that limited the development and improvement of these services and identified the available opportunities for people with special needs in the fields of care education and trainingand employment. In addition،this study sought to identify, the internal and external factors that affect rehabilitation institutionsfor the disabled.

The study used the descriptive analytical approach. A questionnaire was developed in order to achieve the study’s purpose. The questionnaire was distributed to the population of the study. A random sample consisting of 50% of the rehabilitation institutions for the disabled was selected. The data was analyzed and statistically processed and displayed using the statistical analysis software package SPSS.

The results showed that the staff in the institutions of rehabilitation programs evaluated the rehabilitation programs positively. They believe that theservices provided by the institutions of rehabilitation for the disabled are enough and provide basic needs.They promote the social integration of the disabled and contribute to their education andemployment. The study recommended the strengthening of the relationship between the rehabilitation of the disabled and the institutions of civil society and labor market institutions.
