هدفت الدراسة التعرف إلى الإبداع الإداري ومعوقاته وسبل تطويره في الجامعات الفلسطينية من وجهة نظر الأكاديميين، والكشف عما إذا كان هناك فروق ذات دلالة إحصائية بين متوسطات تقديرات أفراد عينة الأكاديميين في توافر الإبداع الإداري في الجامعات الفلسطينية، تعزى لمتغيرات الدراسة: (الجامعة، الجنس، المؤهلالعلمي، سنواتالخبرة). فتشكلت مشكلة الدراسة بدراسة واقع الإبداع الإداري والتعرف إلى معوقاته وسبل تطويره، من وجهة نظر عينة الدراسة في الجامعات الفلسطينية. حيث تكون مجتمع الدراسة من الجامعات الفلسطينية في فلسطين، وعددها ست جامعات، أما عينة الدراسة فقد شملت (270) أكاديمياً تم إختيارهم بشكل عشوائي، وقد اعتمدت الدراسة المنهج الوصفي التحليلي،وخلصت الدراسة إلى وجود الإبداع الإداري بدرجة عالية في الجامعات الفلسطينية، أي بنسبة (72%)،وأظهرت الدراسة عدم وجود فروق ذات دلالة إحصائية حول وجود الإبداع الإداري فيها، وأن المركزية والوساطة والمحسوبية من أهم معوقات الإبداع الإداري،وأوصت الدراسةعلى تنمية روح المشاركة في اتخاذ القرارات، وتفعيل أنظمة الحوافز والترقيات من أهم السبل لتطوير الإبداع الإداري في الجامعات الفلسطينية من وجهة نظر الأكاديميين. ونتيجة وجود التناقض بين مستوى ممارسة الإبداع الإدري من وجهة نظر الأكاديميين وإثارة العديد من معوقات الإبداع الإداري من قبل الأكاديميين فقد أوصت الباحثة بضرورة إيجاد معيار أخر لقياس مستوى ممارسة الإبداع الإداري.

Abstract Administrative Creativity In The Palestinian Universities: "Challenges And Ways Of Development From The Perspective Of The Academicians” Prepared By: Fidaa Hassan Abu Mayaleh Supervisor: Dr. Adnan Qubbaja

The study aims at identifying the administrative creativity, its obstacles, and ways its development in Palestinian universities from the Academicians point of view. It also aims to find out any statistically significant differences between the average of Academicians, sample estimates regarding the availability of Managerial Innovation in the Palestinian universities that are attributed to the variables of the study (university, gender, academic qualification, years of experience).The problem of the study was the reality of administrative innovation, the identification of obstacles, and ways to develop it from the point of view of the study sample in the Palestinian universities.

The study population included all traditional Palestinian universities (6). The sample of the study consisted of (270) academicians. The study adopted the descriptive analytical methodology, and a questionnaire was designed as a tool for study using random sample (72%). The study showed no statistically significant differences in the existence of Managerial Innovation in the Palestinian universities, and that centralization, moderation, and cronyism are among the most important obstacles that face administrative innovation, and developing the spirit of participation in decision-making. Incentives and promotions are the most important ways to develop the administrative innovation in the Palestinian universities from the point of view of theAcademicians.

As a result of the contradiction between the level of creative creativity from the point of view of academics and the raising of many obstacles to administrative creativity by academics, the researcher recommended the need to find another standard to measure the level of administrative creativity.
