dc.description.abstractالملخص تعد قضية اللاجئين محوراً من محاور القضية الفلسطينية الجوهرية لما تمثله من قيمة كبيرة من حيث الشكل والجوهر ، إذ يشكل اللاجئون الفلسطينيون حوالي 60% من مجموع الشعب الفلسطيني في داخل فلسطين وخارجها ، سواء كانوا يعيشون في مخيمات ، أو في المجتمعات التي يعيشون بين ظهرانيها ، وتأخذ قضيتهم بعدًا قانونيًا ودَوْليًا بموجب قرار رقم 194 على الرغم من رفض إسرائيل الاعتراف به وتنفيذه . أما من حيث الجوهر ، فتشكل قضية اللاجئين لبَّ الصراع على أرض فلسطين ، وهو ما ترجمته إسرائيل منذ قيامها وحتى يومنا هذا ، بسياستها القائمة على طرد السكان ، ومنع عودتهم منذ عام 1948م ، وما زالت هذه السياسة مستمرة إلى اليوم في القدس ، والجليل والنقب (مخطط برافر 2013م) ، وتستهدف هذه السياسة تغيير التركيبة السكانية في فلسطين وذلك لخلق وقائع سكانية جديدة تفرض الطابع والأغلبية اليهودية على أرض فلسطين مستغلة كل الظروف لتنفيذ هذه السياسة : كعامل الوقت ، والدعم الأمريكي ، والتراخي العربي عن المطالبة الجدية والفاعلة لتطبيق القرارات الدولية الخاصة بفلسطين . لا شك أن دراسة المواقف الدولية من قضية اللاجئين تستحق دراسات معمقة ، وعلى وجه الخصوص مواقف الدول الكبرى المؤثّرة والفاعلة في الأمم المتحدة والسياسة الدولية . وقد جاءت هذه الدراسة لتلقي الضوء على سياسة الولايات المتحدة منذ عام 1948م – 1961م . لأنها عملت ومنذ نشأة قضية اللاجئين على الاستحواذ على مهام اللجان الدولية ، أو توجيهها لتتطابق مع السياسة والمصالح الأمريكية ، وعلى فرض رؤيتها لحل قضية اللاجئين . ولفهم أعمق لتلك السياسة ، كان لا بدّ من إلقاء الضوء على تنامي مصالح الولايات المتحدة في منطقة الشرق الأوسط بعد الحرب العالمية الثانية ، وتبنيها المشروع الصهيوني في فلسطين ، وقد مثل دعمها لمشروع تقسيم فلسطين واعترافها بإسرائيل بداية لترابط تلك المصالح مع وجود إسرائيل وأمنها . ورافق هذا الدعم تجاهلٌ أو إنكارٌ لحق الشعب الفلسطيني في تقرير مصيره ، والبقاء على أرضه . لذلك تبنّت الولايات المتحدة عرض عودة 100 ألف لاجئ وإعادة توطين أكثرهم في الدول العربية . وقد دأبت الإدارات الأمريكية المتعاقبة منذ عهد ترومان وحتى عهد آيزنهاور ، على انتهاج مسارين متوازيين لحل قضية اللاجئين : المسار الأول تولته الرئاسة ووزارة الخارجية مباشرة لاقتراح حلول لقضية اللاجئين ، مثل مقترحات ترومان ، وجونسون، ودلاس وراسك ، أما المسار الثاني فكان من خلال الأمم المتحدة ، كجهود برنادوت ، ولجنة التوفيق ، وجوزيف جونسون . وكانت جميع هذه المبادرات تقوم على عودة عدد محدود من اللاجئين ، ودفع التعويضات لبقية اللاجئين وتوطينهم في الدول العربية . وقد انهارت جميع هذه المحاولات بسبب إصرار الولايات المتحدة على عدم تأييد حق العودة لجميع اللاجئين ، وتوطين غالبية اللاجئين الفلسطينيين في المنطقة العربية وخارجها . كما فشلت تلك الجهود بسبب عدم ممارسة أي ضغط جدي على إسرائيل يلزمها بتطبيق القرار 194 . Abstract The issue of refugees is considered as one of the important axes of Palestine issue, because it represents a great value in terms of form and substance. Palestinian refugees form 60% of the total Palestinian people inside and outside Palestine, whether they live in camps or integrated in the societies they live in. Refugees issue also takes legal and international dimensions according to 194 resolution, although Israel refuses to recognize or implement it. Refugees issue forms the core of conflict on the land of Palestine. This what Israel has done since its establishment till today, its policy based on the expulsion of population and preventing them from return since 1948. This policy is still continuing today in Jerusalem, Al-Jalille and Negev area – Prafer scheme 2013 - . This kind of war aimed at changing the demography situation in Palestine, in order to create a new fact on the ground, and impose the Jewish majority in Palestine. Israel is taking advantage of all conditions to implement its policy, it takes advantage of time, and US support in Security Council and Arab inaction for the Claim seriously to implement the international resolutions on Palestine. There is no doubt that the study of international attitudes to refugee issue is worth deep studying, especially the attitude of the countries which has its influence in the UN and international polices. This study sheds light on the policy of the US since 1948-1961. Because it's worked on acquisition of international committees tasks and directed it to conform with its interests, when it tried to solve refugees issue. For a deeper understanding of that policy, it was necessary to shed lights on the US growing interests in ME after World War II and its adoption of Zionist project in Palestine. The US support of partition of Palestine and the recognition of Israel was the beginning of the interdependence of its interests with Israelis existence and security. This support was accompanied with disregard of Palestinian people rights in self - determination. So US adopted display in which 100 thousand return back and resettlement of majority in the Arab countries. US administrations, since the time of Truman to Johnson used to pursue two parallel tracks to resolve refugee issue ; the first track was directed by Presidents, and Department of State, like the proposals of Truman, Dulles and Rusk. The Second track was through the UN such as Bernadotte efforts, PCC, Johnston and Joseph Johnson. All these initiatives are based on repatriating limited number of refugees and paying compensations for the rest , and resettle them in Arab countries or elsewhere. All these attempts collapsed, Because US insisted not on supporting the right of return for all refugees, even if they are given the free right of choice. Also the US didn’t make any serious pressure on Israel even to let 100 Thousand refugees to return.en_US
