Abstract: الملخص تعد القضية العربية الفلسطينية محوراً من محاور الصراع في المنطقة العربية لما لها من رمزية دينية وحضارية وجغرافية ، ولهذا سلكت الحركة الوطنية طريق المطالبة بالحقوق المشروعة طمعا في الاستقلال والتحرر من الاستعمار البريطاني ؛ اعتماداً على ما جاء من الوعود في مراسلات الحسين مكماهون ، مما دفع الباحث لهذا الاختيار استكمالاً لدراسات سابقة. شكلت المؤتمرات الفلسطينية (1919 – 1936) ركيزة أساسية في المقاومة السلمية للانتداب البريطاني والحركة الصهيونية بعدد من الوسائل من خلال المظاهرات وإرسال الوفود إلى لندن وغيرها من العواصم ،وإرسال رسائل الاحتجاج إلى المؤسسات الدولية ذات العلاقة ، ورغم الانقسام الداخلي في الحركة الوطنية الفلسطينية ، بين المجلسين بزعامة الحاج أمين الحسيني ممثلا بالحسيني والمعارضة بزعامة راغب النشاشيبي مما كان له تداعيات سلبية على الحركة الوطنية . لا شك أن القيادة التقليدية للحركة الوطنية الفلسطينية أدركت فشل أسلوبها في التعامل مع حكومة الانتداب من خلال المؤتمرات الفلسطينية في مرحلة العشرينات من القرن الماضي ، مما دفع باتجاه نقل القضية الفلسطينية من واقعها الفلسطيني إلى الواقع العربي والإسلامي ، حيث دعت إلى عقد المؤتمر الإسلامي العام في القدس 1931 طمعاً في توحيد المسلمين ضد حكومة الانتداب والحركة الصهيونية . إلا أن انعقاد المؤتمر الإسلامي العام لم يستطع تحقيق الغاية التي عقد من اجلها ، لحدوث انقسام داخلي في الحركة الوطنية الفلسطينية تقوده المعارضة ، ومقاطعة القيادات الرسمية العربية والإسلامية للمؤتمر بحجة التخوف من التعرض لموضوع الخلافة ، مما أثر على أداء الحركة الوطنية الفلسطينية وعزز من انقسامها . ويبدو أن فشل المؤتمر الإسلامي العام في القدس 1931 في تحقيق الوحدة الداخلية والخارجية ، وما رافقه من انعقاد المؤتمر القومي العربي بمشاركة القومين العرب الذين حضروا المؤتمر الإسلامي ، ومؤتمر الأمة الإسلامي في القدس من قبل المعارضة ، دفع الشباب العربي الفلسطيني إلى اخذ زمام المبادرة بمحاولة إحداث تغيير في مسار الحركة الوطنية الفلسطينية بعقد مؤتمر الشباب العربي الفلسطيني الأول 1932 في يافا ، ومؤتمر الشباب العربي الفلسطيني الثاني 1935 بهدف الخروج من دائرة الانقسام داخل الحركة الوطنية الفلسطينية . ورغم أن المؤتمرين حققا وحدة جزئية بدعوة المجلسين والمعارضين دون تمييز إلا أنهم تحولوا كما يبدو إلى حزب سياسي خدمة لإغراض خاصة في عام 1935. وقد أظهرت المؤتمرات السابقة عجزها عن وقف سياسة بيع الأراضي إلى الحركة الصهيونية ، مما دفع إلى عقد مؤتمر علماء المسلمين برئاسة الحاج أمين الحسيني ، بهدف مواجهة حركة بيع الأراضي من خلال إصدار فتوى شرعية تجرم البائع والسمسار ، وتبنى العالم العربي والإسلامي هذه الفتوى بإصدار الفتاوى من بعض علماء المسلمين في العالم حول حرمة عملية بيع الأراضي لليهود . Abstract The Palestinian –Arab issue is considered one of the main struggling points in the Arab world since it has a high religious, civilized and geographical status, so the national movement paved its legislative road to demand its legal rights to gain dependence and freedom from the British Colonization according to Hussein and McMahon promises (communications).This has led the researcher to work on this issue to add something to the previous studies. The Palestinian conferences between 1919 and 1936 formed a rudimentary base in the passive resistance against the British mandate and the Zionism movement through various means such as demonstrations ,sending delegates to London and other capital cities, and sending protesting letters to the relevant international organizations. Despite the internal fractions in the Palestinian national movement between the two councils chaired respectively by AL-Hajj Amin AL-Husseni and the opposition leader-Raghib AL-Nashashibi and this- in turn- left bad impact on the Palestinian national movement. There is no doubt that the traditional head of the national Palestinian movement realized that its method in dealing with the British mandate through the Palestinian conferences in 1920s had failed. This led to moving the Palestinian issue from Palestinian hands to the Arab and Islamic world. In 1931, it was called to hold an Islamic conference in Jerusalem .Hopefully, this would unite the Muslims against the British mandate. However, the Islamic conference efforts were in vain since it hadn't achieved the required purposes for which it was held. This happened due to the international fraction in the Palestinian national movement led by the opposition and the boycotting of the official leaders in the Arab and Islamic world. They were concerned that the issue of Caliphisim might be raised. This affected the performance of the national Palestinian movement and enforced its fraction. It seems that the General Islamic conference in Jerusalem in 1931 failed in fulfilling the internal and external unity. Also , it was followed by holding a conference for Arab nationalists who attended the previous Islamic conferences and the national Islamic conference by the opposition. The failure of the previous conferences pushed the young Palestinian to take the initiative in order to purposely make a change in the Palestinian national movement . The young Palestinian held the first conference in Jaffa and The second Palestinian Arab youth conference in 1935 to vanish the fraction among the Palestinian national movement. Although the two conferences achieved partial unity for both the two councils and the opposition, they turned into a political party to serve a personal matters in 1935. The previous conferences failed in stopping selling the land to the Zionism movement. This led AL-Hajj Amin AL-Husseni to hold a conference for the Islamic World's Scholars to issue a legal Fatwa that criminalize the land seller and broker. Upon issuing this Fatwa , the Arab and Islamic world adapted it. Also, many Islamic Scholars issued similar fattawa that forbid the selling of land to Jews.
