dc.description.abstractالملخص شهدت الفترة الزمنية الممتدة من عام 1970وحتى عام 1993م أحداثاً مهمة في مسار القضية الفلسطينية، تبلورت خلالها الشخصية السياسية الفلسطينية والعلاقات الفلسطينية مع الدول العربية ودول العالم، ومن أبرزها العلاقات السورية – الفلسطينية التي ألقت بظلالها على مصير القضية، لذلك هدف الباحث إلى إظهار الموقف السوري تجاه القضية الفلسطينية في العديد من القضايا والأزمات من خلال تقديم صورة لسلوك سوريا ومواقفها تجاه القضية الفلسطينية، ورغم هذا الدور إلا أن هذه العلاقة لم تنل حقها في أرشيف المكتبات ولهذا لجأ الباحث لهذا الاختيار استكمالاً للدراسات السابقة في هذا الموضوع. عرضت الدراسة الموقف السوري من القضية الفلسطينية 1963- 1970م وذلك بوصول حزب البعث للسلطة عام 1963م ، ونشأة منظمة التحرير في عام 1964م والتأييد الذي حظيت به من حزب البعث ، وحرب عام 1967م التي شارك فيها الفلسطينيون والسوريون في جبهة واحدة، ونشأة طلائع حرب التحرير الشعبية "الصاعقة"التي تشكلت بقرار من حزب البعث العربي الاشتراكي في أيار 1968. تتطرق الدراسة لموقف سوريا من القضية الفلسطينية 1970- 1974م، وذلك بالتطرق لأحداث أيلول عام 1970م والتأييد السوري لمنظمة التحرير الفلسطينية خلال هذه المرحلة والتي انتهت بخروج المنظمة إلى لبنان، ووصول حافظ الأسد إلى الحكم في 16/ تشرين الثاني 1970م، كما تتطرق الدراسة إلى حرب عام 1973م وتداعياتها المتمثلة بمؤتمر جنيف، ومؤتمر الرباط الذي استطاعت المنظمة من خلاله الحصول على الاعتراف بكونها الممثل الشرعي والوحيد للشعب الفلسطيني. تناولت الدراسة مرحلة أخرى مهمة في تاريخ العلاقات بين البلدين 1975- 1980م من خلال التدخلات الفلسطينية في الحرب الأهلية اللبنانية والتي أسفرت عن محاولة سوريا وضع يدها على المنظمة بوقوفها إلى جانب القوات اليمينية في لبنان ضد المنظمة، وقمة الرياض عام 1976م والتي أسفرت عن دخول قوات الردع العربية إلى لبنان، والتحركات السلمية عام 1977م والتي تمثلت بمحاولة إحياء مؤتمر جنيف ، وأثر زيارة السادات للقدس عام 1977م والتي أسفرت عن تشكيل جبهة الصمود والتصدي، واجتياح الليطاني عام 1978م واتفاقية كامب ديفيد عام 1978م والتي أدت إلى التقارب السوري الفلسطيني في مقابل المقاطعة العربية لمصر. تتحدث الدراسة كذلك عن الموقف السوري من القضية الفلسطينية 1981- 1988م، من خلال تناول مشروع الأمير فهد والذي رفضته سوريا كونه لم يأتِ عن طريق قمة عربية، ومبادرة بريجنييف والذي لاقى ترحيباً من منظمة التحرير وسوريا ولكنه لم يعرف لها طريقاً للنجاح وضم الجولان الذي وحد صوت المنظمة وسوريا في رفض هذا الاحتلال للأرض العربية السورية، وحرب عام 1982م التي كان فيها الدور السوري محدوداً مما اضطر أغلبية المقاومين الفلسطينيين بالتوجه نحو تونس، وانشقاق عام 1983م وحصار طرابلس حيث مدت سوريا المنشقين عن حركة فتح بالدعم العسكري والمادي وهو ما اضطر ياسر عرفات في أعقاب حصار طرابلس بخرق المقاطعة العربية لمصر والتوجه للقاء الرئيس المصري محمد حسني مبارك في 22 كانون الأول/ 1983م. تناولت الدراسة أيضاً محاولة استعادة التوازن في العلاقات بعد فترة توتر سادت بشكل غير مسبوق عن طريق عقد بعض اللقاءات والتي كانت بدون جدوى حقيقية وحرب المخيمات التي قامت بها قوات أمل اللبنانية بمهاجمة الفلسطينيين في المخيمات الفلسطينية بتحريض ودعم سوري ولم تُضمد الجراح الفلسطينية السورية إلا بعد اندلاع الانتفاضة الفلسطينية في عام 1987م، و الحديث عن إعلان استقلال فلسطين عام 1988م حيث لم تعترف سوريا ومعها لبنان بهذا الاستقلال. كما احتوت الدراسة على موقف سوريا من القضية الفلسطينية 1990- 1993م وذلك بالحديث عن حرب الخليج الثانية والتي ساندت بها المنظمة العراق؛ في حين وقفت سوريا على النقيض وبعد تحقيق النصر على العراق والخروج من الكويت أصبحت المنظمة تعيش حالة من العزلة مما أجبرها للتوجه نحو المفاوضات التي تمثلت باتفاقية مدريد، ومؤتمر واشنطن واتفاق أوسلو. Abstract The period between 1970-1993 witnessed important events in the course of the Palestinian cause, through which the Palestinian political character and the Palestinian relations with the Arab countries and the rest of the world crystallized. One of the most prominent relationships was the Syrian-Palestinian one, as this relationship cast a shadow over the fate of the Palestinian cause. The present study aims to investigate the Syrian stance towards the Palestinian cause in many issues and crises by providing a picture of Syria's behavior and position towards the Palestinian cause. Despite of the importance of this role, the Syrian-Palestinian relationship has not been thoroughly investigated. Hence, the present study is intended to complement previous studies on the subject. The study examines the Syrian position towards the Palestinian cause between1963-1970. In particular, it reviews the arrival of the Ba'ath Party to power in 1963, the emergence of the Palestine Liberation Organization (PLO) in 1964 along with the support it received from the Ba'ath Party, the 1967 Arab–Israeli War in which both the Palestinians and the Syrians participated in one front, and the emergence of the Vanguard for the Popular Liberation War (Known as Sa'eqa meaning Thunderbolt), which is a Palestinian Ba'athist political and military faction created by The Arab Socialist Ba'ath Party in May 1968. The study also examines the Syrian position towards the Palestinian cause between 1970- 1974. In particular, it reviews the events of September 1970, the Syrian support for the PLO during that phase which ended in the PLO's departure from Lebanon and the arrival of Hafez al-Assad to power on 16November 1970 , and finally the 1973 Arab-Israeli War and its immediate consequences: the December 1973 Geneva Peace Conference, and the October 1974 Rabat Arab Summit Conference by which the PLO was able to get the recognition of being the sole and legitimate representative of the Palestinian people. The study also examines the Syrian position towards the Palestinian cause between1975-1980. In particular, it reviews the Palestinian intervention in the Lebanese civil war, which resulted in Syria's attempt to control the PLO by standing to the side of the right-wing forces in Lebanon against the PLO, the 1976 Arab League Summit (Riyadh) which resulted in the entry of the Arab Deterrent Forces into Lebanon, the 1977peaceful moves which tried to revive the Geneva Conference, the impact of Sadat's visit to Jerusalem in 1977which resulted in the formation of the Steadfastness and Confrontation Front, Israel's 1978 Invasion of Lebanon “Operation Litani” and finally the 1978 Camp David Accords which led to the Syrian-Palestinian rapprochement as opposed to the Arab boycott of Egypt. The study also examines the Syrian position towards the Palestinian cause between 1981-1988. In particular, it reviews the 1981 Prince Fahd Plan which was rejected by Syria as it did not come through an Arab summit, the Leonid Brezhnev's Initiative which was welcomed by the PLO and Syria but was not successful, Israel's annexation of Syria's Golan Heights which unified the PLO and Syria against the Israeli occupation of the Syrian Arab land, the 1982 Lebanon War in which Syria had a limited role and the majority of the Palestinian resistance fighters were forced out of Lebanon to Tunisia, the 1983 PLO Split, and the siege of Tripoli where Syria's military and financial support for the defectors from Fatah forced Yasser Arafat to breach the Arab boycott of Egypt and to meet with the Egyptian President Hosni Mubarak on 22 December 1983. The study also addresses the attempt to restore the balance in the Palestinian-Syrian relations after a long period of unprecedented tension. It reviews the meetings which were held, but they were futile. It also explores the War of the Camps waged against the Palestinian refugee camps by the forces of the Lebanese Amal movement at the instigation and support of Syria. The Syrian-Palestinian wounds did not heal until after the outbreak of the Palestinian Intifada in 1987. The study also discusses the 1988 Declaration of Independence of Palestine, which was not recognized by both Syria and Lebanon. The study also examines the Syrian position towards the Palestinian cause between 1990- 1993. In particular, it reviews the First Persian Gulf War in which the PLO supported Iraq while Syria did not. After the Iraqi Army was defeated and forced out of Kuwait by the International Coalition in 1991, the PLO became isolated, so it was forced to move towards negotiations which led to the Madrid Agreement, the Washington Conference, and the Oslo Agreement.en_US
