تطبيقات الجودة المستدامة في الجامعات الفلسطينية وعلاقتها بالأداء

Abstract

ملخص الدراسة باللغة العربية تطبيقات الجودة المستدامة في الجامعات الفلسطينية وعلاقتها بالأداء تهدف هذه الدراسة إلى قياس مدى تطبيق مبادئ وممارسات الجودة المستدامة في الجامعات الفلسطينية, و قياس تأثير هذه المبادئ والممارسات في أداء الجامعات الفلسطينية وفق المعايير المعتمدة في نموذج التميز الأوروبي. ولتحقيق هدف الدراسة تم إعداد استبانة اشتقت متغيراتها بعد مراجعة متعمقة للأدبيات والدراسات السابقة وبالاعتماد على المعايير المعتمدة في نموذج التميز الأوروبي, وتم توزيع 154 استبانة على عينة عشوائية طبقية غير تناسبية من الأكاديميين الإداريين في الجامعات الفلسطينية التقليدية العامة في الضفة الغربية, حيث تم تحليل الاستبيانات باستخدام برنامج الرزم الإحصائية للعلوم الاجتماعية (SPSS). وقد توصلت الدراسة إلى عدة نتائج أهمها أن درجة ممارسة تطبيقات الجودة المستدامة في الجامعات الفلسطينية كانت مرتفعة في مجالات القيادة, والاستراتيجية والسياسات, والأفراد (العاملون في الجامعة), والبنية التحتية للجامعة, والعمليات وتشمل (العملية التعليمية, عملية البحوث, العملية الإدارية), حيث تبين أن التطبيقات المتعلقة بالقيادة الجامعية هي الأكثر ممارسة في الجامعات الفلسطينية, وأن التطبيقات المتعلقة بعملية البحوث هي الأقل ممارسة في الجامعات الفلسطينية, كما أظهرت النتائج أن هناك تأثيرات ذات دلالة إحصائية لتطبيقات الجودة المستدامة مجتمعة ومنفصلة في أداء الجامعات الفلسطينية, كما بينت الدراسة نقاط القوة ونقاط الضعف في تطبيق مبادئ وممارسات الجودة المستدامة في كل جامعة من الجامعات الفلسطينية. أخيرا قدمت الدراسة مجموعة من التوصيات التي قد تسهم في تعزيز المبادئ والممارسات التي تؤدي إلى استدامة الجودة في الجامعات الفلسطينية وكانت من أهم التوصيات الاهتمام بتطبيق نماذج التميز العالمية مثل نموذج التميز الأوروبي ونموذج مالكوم بالدريدج لأن هذه النماذج تساعد الجامعات على استدامة الجودة على المدى الطويل, كما وتساعدها على تقليل التباين في مستوى الجودة, وتعميق وزيادة الوعي بمفهوم التميز في الجامعات الفلسطينية وربط مفهوم التميز بمفهوم الجودة المستدامة من خلال ورشات العمل والمؤتمرات الدورية والاطلاع على تجارب الجامعات العالمية, وضع دليل موحد للجامعات حول " أفضل الممارسات " في تأدية المهام, استحداث جائزة وطنية سنوية للتميز خاصة بمؤسسات التعليم العالي, ومنح جوائز مادية ومعنوية ضمن مراسيم علنية, ضرورة وضع استراتيجية وطنية من قبل وزارة التعليم العالي لدعم البحث العلمي وتطويره, وإجراء مقارنة مرجعية مع إنجازات جامعات عالمية حاصلة على جوائز التميز.

Abstract Sustainable Quality Applications at the Palestinian Universities and its Relationship with Performance The main purpose of this study is to measure the extent of the application of the principles and practices of sustainable quality at the Palestinian Universities, and to measur the effect of these principles and practices on performance results of the Palestinian Universities. In fact the variables adopted in the study were developed according to criteria adopted in the European Excellence model (EFQM). To achieve the study purpose, a questionnaire was prepared after profound review of the available literature, 154 questionnaires were distributed to a disproportionate stratified random sample of academics administrators at traditional public Palestinian universities in the West Bank, SPSS used to analyze the questionnaires. The current study found that the degree of sustainable quality applications at the Palestinian universities was high in the areas of leadership, strategy and policies, individuals (workers at the university), infrastructure, and processes include: (the educational process, the research process, the administrative process), The study showed that the leadership is the most implemented diamnssion, and the lowest diamnssion was the process of research, The results showed that there is a significant effects of sustainable quality applications combined and separate on the performance of the Palestinian universities.The study showed the strengths and weaknesses in the application of the principles and practices of sustainable quality at Palestinian Universities. Finally, the study introduced a set of recommendations that may reinforce the application of the principles and practices that lead to sustainable quality at the Palestinian universities, the study recommends to increase the universities adminstrations intrest of uses the global excellence models such as the European Excellence Model and the model Malcolm Baldrige because these models will help universities to sustain quality in the long term, and help them to reduce the variation in the level of quality, and increase the awareness of the concept of excellence at the Palestinian Universities, and to link the concept of excellence to the concept of sustainable quality through workshops, and conferences. Preparing a guide of "best practices" in work.Developing of an annual national prize of excellence for the institutions of higher education.The Ministry of Higher Education must develop a national strategy to support scientific research and development. Universities must use benchmarking with other domestic, regional and international universities especially with an excellence Awards universities.
