Abstract: ملخص الدراسة باللغة العربية تقييم ممارسات إدارة الموارد البشرية في الجامعات الفلسطينية وطرق تطويرها هدفتهذه الدراسة إلى التعرف على واقع إدارة الموارد البشرية في الجامعات الفلسطينية العامة في الضفة الغربية، وذلك من خلال التعرف ما مدى ممارسة تخطيط الموارد البشرية، التحليل الوظيفي، الاستقطاب للكفاءات، الاختيار والتعيين، تقييم الأداء، ومن ثم التوصل إلى المقترحات والتوصيات لتطوير هذه الممارسات. ولتحقيق أهداف الدراسة تم استخدام المنهج الاستكشافي الوصفي؛ وتم الاعتماد على الاسلوب المختلط لجمع البيانات وتحليله؛ ؛ حيث قام الباحث باستخدام الملاحظة كونه يعمل في إدارة الموارد البشرية بالإضافة الى اتصاله المباشر وزياراته المتكررة لمدراء الموارد البشرية في الجامعات الفلسطينية، كما تم اجراء 5 مقابلات شبه منتظمة على عينة قصدية لمدراء الموارد البشرية في الجامعات الفلسطينية (جامعة الخليل، جامعة بيت لحم، جامعة القدس، جامعة بيرزيت، جامعة النجاح)، وتم تحليلها يدويا، اما الاستبانة فقد تم توزيعها على مجتمع الدراسة باستخدام أسلوب المسح الشامل من خلال توزيع 287 استبانة. وتكون مجتمع الدراسة من العاملين من المستويات الاكاديمية العليا والوسطى في الجامعات العامة الفلسطينية في الضفة الغربية وتم توزيعها على التالي (النواب الأكاديميين، عمداء الكليات، رؤساء الدوائر والاقسام الاكاديمية) بالإضافة الى العاملين في إدارات الموارد البشرية في الجامعات الفلسطينية العامة في الضفة الغربية، وتم تحليلها باستخدام برنامج الرزم الإحصائية للعلوم الاجتماعية (SPSS) باستخدام الحاسوب. وقد توصلت الدراسة الحالية الى تدني مستوى ممارسة إدارة الموارد البشرية للوظائف محور الدراسة (التخطيط، تحليل الوظائف، الاستقطاب، الاختيار والتعيين، تقييم الأداء)، ويرى الباحث ان ممارسات إدارة الموارد البشرية انحسرت في الأمور الروتينية المتعلقة بالتوظيف وإجراءات التعيين وتطبيق النظم واللوائح المنظمة لشؤون الموارد البشرية بالإضافة الى عقود التوظيف المتعلقة بالحقوق والواجبات للعاملين وحساب الرواتب ومتابعة الاجازات والاحتفاظ بسجلات وبيانات العاملين. Abstract The Evaluation of the Human Resources Management Practices at Palestinian Universities and Ways of Development The study aims to identify the reality of the human resources management at the Palestinian Public Universities in the West Bank. It seeks to shed lights on the process of human resources planning, the work analysis, polarizing expertise, selecting and appointing, and performance evaluation. This will be executed through proposing recommendations and suggestion to improve these practices. In order to achieve its goal, the study follows the descriptive exploratory approach. It adopts a mixed-research method to collect data; The researcher used observation as a tool Due to his work in the human resources management, in addition to his direct contact and regular visits to the human resources departments at several Palestinian universities, Five semi-structured interviews were conducted with a selected sample of human resources managers in the Palestinian universities (Hebron University, Bethlehem University, Berzeit University, Al-Quds University, and An-Najah University). The data were coded and categorized manually. A questionnaire has been designed and distributed to the population of the study using a comprehensive-survey method through the distribution of 288 questionnaires.The study population consists of workers from the upper and intermediate academic levels at the Palestinian universities in the West Bank. The questionnaire has targeted the academic vice-presidents, faculty deans, and department chairpersons alongside the administrative staff of the human resources departments. The data obtained from the questionnaire have been analyzed using SPSS (Statistical Packages for Social Sciences). The study reveals that there is a low level of the practices in the human resources management especially for the functions of the study axis (planning, job analysis, recruitment, selection and appointment, and performance assessment). The researcher believes that human resources management practices recede in routine matters related to the employment and recruitment procedures and the application of the systems. These practices are also receding to the HR regulations, employment contracts relating to the rights and duties of workers, the calculation of salaries, the follow-up vacations and the recording personnel data.
