مقترح تطبيق اعادة هندسة العمليات الادارية في مكاتب التربية والتتعليم في محافظة الخليل

Abstract

ملخص الدراسة "مقترح لتطبيق إعادة هندسة العمليات الإدارية في مكاتب التربية والتعليم في محافظة الخليل" هدفت الدراسة التعرف إلى أهم العمليات الإدارية الحالية لمديريات التربية والتعليم العالي في محافظة الخليل ومن ثم تقديم مقترح لتطبيق اعادة الهندسة لأهم العمليات الإدارية في مديريات التربية والتعليم العالي في محافظة الخليل. ولتحقيق اهداف الدراسة قام الباحث باستخدام المنهج الاستكشافي الوصفي وذلك لوصف العمليات الحالية واستكشاف التصميم الجديد للعمليات.واعتمد الباحث المنهج النوعي(Qualitative Method) في جمع البيانات حيث استخدمأداة الملاحظة غير المشاركة (Nonparticipant-Observation)، ومراجعة الوثائق ذات العلاقة، وإجراء المقابلات شبه المهيكلة (Semi- Structured Interviews). تكونت الدراسة من مجتمعين دراسيين منفصلين وهما مجتمع رؤساء الأقسام الخمس المكون من 20 رئيس قسم وهي (قسم الشؤون المالية، قسم الشؤون الإدارية، قسم الكتب، قسم اللوازم، قسم الديوان) ،والمجتمع الثاني مجتمع الخبراء في العمليات الإدارية كونهم يتواصلون مع مديريات التربية والتعليم العالي من مديري وسكرتيري المدارس. أما عينة رؤساء الاقسام من مكاتب التربية والتعليم في محافظة الخليل فكانت العينة قصدية وعددهم (15) رئيس قسم، وأما عينة الخبراء فكانتالعينة قصدية وعددها (8) مدراء مدارس، و(5) سكرتارية. وخلصت الدراسة إلى الخروج بالمقترح النهائي للتصميم الجديد للعمليات يمكن تطبيقه على العمليات الإدارية في مكاتب التربية والتعليم في محافظة الخليل وبناءً على المقترح النهائي تم الخروج بعدة توصيات كان أهمها: 1- تطبيق النموذج المقترح على العمليات الإدارية في مديريات التربية والتعليم العالي. 2- ضرورة قيام مديريات التربية والتعليم العالي بتوثيق جميع العمليات في مديرية التربية والتعليم من خلال عمل دليل إجرائي لما له من أهمية كبيرة على توحيد العمل والبحث العلمي في مجال إعادة هندسة العمليات. 3- التعاون بين المؤسسات الحكومية في برامج إعادة هندسة العمليات وفي مجال التكنولوجيا.

A Proposal for Implementation of Business Processes Reengineering at the Directorates of Education in Hebron Governorate

The study aimed at identifying themost important current Business Processes at the Directorates of Higher Education in Hebron Governorate, and presenting a proposal to implement a business processes reengineering for the most important business processes. To achieve the objectives of the study, the researcher used descriptive exploratory method to describe the current processes and explore the new design. He also adopted the Qualitative Method in data collection: using the Nonparticipant-Observer instrument, reviewing relevant documents, and conducting semi-structured interviews. The population of the study consisted of two separate groups. The First consists of 20 heads of the five departments (Finance, Administrative, Books, Supplies, and Secretariat) in the Directorates of Higher Education in Hebron governorate. The second group includes experts in business process since they communicate withprincipals and secretaries at educational offices. The sample of heads of departments is a purposive sample of (15) while the sample of the experts is a purposive sample of (8) school principals and (5) secretaries. The study concluded that the final proposal for the new design of processes can be applied to the most important management processes in the education offices in Hebron governorate. The researcher based on the findings of this study presented some valuable recommendations: 1 – Implementation of the proposed model is a necessity. 2 – Documentation of all operations in the Directorate of Higher Education through the work of a procedural guide 3. Cooperation between governmental institutions in management processes and technology is highly important.
