واقع التخطيط الاستراتيجي في المؤسسات غير الربحية في محافظة الخليل

Abstract

ملخص الدراسة: هدفت الدراسة إلى التعرف على واقع التخطيط الاستراتيجي في المؤسسات غير الربحية في محافظة الخليل. تكون مجتمع الدراسة من المؤسسات غير الربحية في محافظة الخليل المحلية، المسجلة في مديريات الداخلية، الفاعلة، المتوافر لها معلومات اتصال أو وصول، وتمتلك خطة استراتيجية، ويبلغ عددها 26 مؤسسة. ولتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي، وقامت بجمع البيانات باستخدام استبانة تم توزيعها على مجتمع الدراسة (استبانة واحدة لكل مؤسسة) تم تعبئتها من رئيس مجلس الإدارة أو أحد الأعضاء أو المدير الإداري للمؤسسة، تم استرداد 24 استبانة من أصل 26. وقد أظهرت النتائج أن الهدف الأساسي من إعداد الخطط الاستراتيجية في المؤسسات غير الربحية في محافظة الخليل هو من أجل استخدامها في إدارة المؤسسات وتوزيع مواردها بشكل كفؤ وفعال، ثم من أجل الحصول على التمويل بالدرجة الثانية. كما أظهرت درجة مرتفعة جداً من رؤية هذه المؤسسات لأهمية التخطيط الاستراتيجي، ودرجة مرتفعة لكل من: مدى وضوح مفهوم التخطيط الاستراتيجي، درجة ممارسة التخطيط الاستراتيجي لجميع المراحل (إعداد الخطة، تنفيذها، وتقييمها), ودرجة المشاركة في إعداد الخطة الاستراتيجية لدى هذه المؤسسات التي شكلت مجتمع الدراسة. كما أظهرت النتائج أيضاً أن من أبرز المشاكل والتحديات التي تعيق عملية التخطيط الاستراتيجي قلة وجود المختصين من ذوي الخبرة في مجال التخطيط الاستراتيجي في هذه المؤسسات، والظروف السياسية والاقتصادية المتغيرة باستمرار والتي تؤثر على العمل المؤسساتي. أما المشاكل التي تعيق تنفيذ الخطط الاستراتيجية في هذه المؤسسات فهي بالغالب مشاكل تتعلق بالتمويل. ومن أبرز التوصيات التي قدمتها الباحثة: ضرورة تعميم ثقافة التخطيط الاستراتيجي والتوعية بأهمية تبنيه كأحد الأدوات الإدارية المهمة في المؤسسات غير الربحية من قبل الجهات المسؤولة مثل الاتحاد العام للجمعيات الخيرية، شبكة المنظمات الأهلية الفلسطينية (PNGO)، مركز تطوير المؤسسات الأهلية (NDC)، الهيئة الوطنية للمؤسسات الأهلية الفلسطينية، والوزارات المسؤولة وجهات الترخيص وذلك لأن النسبة الأكبر من المؤسسات غير الربحية في محافظة الخليل ليس لديها خطة استراتيجية. وضرورة انشاء قاعدة بيانات مشتركة لجميع المؤسسات غير الربحية لتحليل ظروف البيئة الخارجية بشكل مستمر، تستفيد منها جميع المؤسسات، وتسهيل وصول جميع المؤسسات اليها وذلك بسبب محدودية الموارد والامكانيات المادية لديها مما قد يمنعها من عمل التحليل البيئي الذي يشكل الأساس لإعداد الخطط الاستراتيجية.

Abstract: The study aims to describe the reality of strategic planning in nonprofit organizations in Hebron Governorate. The population represents all local nonprofit organizations (26 organizations) that are active, reachable, and have a strategic plan in Hebron Governorate, and which are registered in the Directorates of the interior. In order to meet the study objectives, the researcher used descriptive method, and collected data using a questionnaire that was distributed to all 26 organizations of the population (one questionnaire per organization). The questionnaire was filled by the chairman, a board member or the executive manager of the organization; 24 questionnaires were retrieved. The results show that the main goal of preparing strategic plans in nonprofit organizations in Hebron governorate is to use them in managing the organizations, to efficiently and effectively distribute their resources, and to draw funding. The results show very high degree of these organizations' perception to the importance of strategic planning, and a high degree of the clarity of strategic planning concept among these organizations. The main obstacles of strategic planning from the respondents' point of view are the lack of experts specialized in strategic planning in these organizations, and the unstable political and economic conditions that affect the organizational work in Palestine. Recommendations of the study include: The necessity of increasing awareness about strategic planning, the importance of adopting it as a key management tool in nonprofit organizations by the responsible parties such as Palestinian Non-Governmental Organizations Network (PNGO), NGO Development Center (NDC), National Authority for Palestinian NGOs, relevant ministries and licensing authorities as the higher percentage of nonprofit organizations in Hebron Governorate doesn't have strategic plans. In addition, the researcher stresses the need to establish a common database for all nonprofit organizations in order to analyze the external environment constantly. As a result, all organizations can easily reach the data and have the benefit in view of the limited resources and financial capabilities of these organizations which may prevent them from undertaking the environmental analysis which forms the basis for preparing strategic plans.
