Abstract: ملخص الدراسة القروض المتعثرة في مؤسسات الإقراض في فلسطين، أسبابها وسبل معالجتها هدفت الدراسة إلى التعرف على واقع القروض المتعثرة والممنوحة من قبل مؤسسات الإقراض المرخصة والعاملة في فلسطين، إضافة إلى التعرف على أسباب تعثر هذه القروض وإقتراح آليات للحد من هذه ظاهرة التعثر وعلاجها. لتحقيق أهداف الدراسة استخدم الباحث المنهج الاستكشافي الوصفي، تم استخدم البيانات الثانوية المنشورة عن سلطة النقد الفلسطينية بخصوص حجم الاقتراض والتعثر في شركات الاقراض، كما طور الباحث أداة جمع البيانات من خلال تصميم استبانة مكونة من 38 سؤالا، مقسمة إلى أربع محاور، تم استخدام مقياس ليكرتالخماسي للحصول على الإجابات، وتم توزيعها على عينة عشوائية طبقية بسيطة مكونه من 136 موظفا من الادارة العليا والعاملين بقسم التسهيلات في مؤسسات الإقراض العاملة والمرخصة من قبل سلطة النقدالفلسطينية من أصل 210 موظفين، وتم تحليل البيانات باستخدام برنامج SPSS. من اهم نتائج الدراسة أن القروض المتعثرة في فلسطين هي ظاهرة ملحوظة بناء على تحليل البيانات المقدمة من الجهات الرقابية كسلطة النقد الفلسطينية، وأن أهم أسباب ظاهرة التعثر هو منح المقترضين قروض بالتزامات شهرية تفوق دخلهم الشهري، وتقديم المقترضين بيانات مالية غير حقيقية تبالغ في تقييم دخلهم، إضافة لتعرض القرار الائتماني عند منح القروض لضغط المنافسين، كما بينت الدراسة أن الأوضاع السياسية والاقتصادية الحالية السائدة في الأراضي الفلسطينية، وضعف النظام القضائي هي من أهم أسباب انتشار ظاهرة تعثر القروض. بناءً على نتائج الدراسة تم إقتراح بعض الاليات الممكنة لعلاج ظاهرة تعثر القروض في مؤسسات الاقراض، تتمثل في عدم منح المقترضين قروض يترتب عليها اقساط شهرية تفوق قدرتهم على السداد، المتابعة للمقترضين وارشادهم منذ لحظة منح القرض لغاية التحصيل الكامل تساهم في تقليل نسبة التعثر إلى حد كبير، وضرورة التأكد من ان القروض المقبولة قد صرفت في الغايات الممنوحة لأجلها. اوصى الباحث: أن يكون منح القروض بعد تحليل الوضع المالي الحقيقي للمقترض ودخله، وضرورة الفصل بين وظائف الاقراض والتحصيل لموظفي مؤسسات الإقراض لكي يتسنى متابعة التحصيل بشكل أفضل، وأن يكون لسلطة النقد الفلسطينية دورٌأكبر من خلال تخصيص دائرة خاصة في سلطة النقد تعنى بمؤسسات الإقراض من حيث الإشراف والرقابة، وضرورة ان يكون الاستعلام الائتماني الموحد شاملا لكل الالتزامات المالية للمقترضين.   Abstract Delinquent Loans in Lending Institutions in Palestine: Causes and Ways to Deal withThem. This study highlights the financial and economic circumstances of non-performing loans granted by lending institutions in Palestine, identifies the reasons for their frequent failure, and suggests mechanisms to reduce and circumvent that failure. The study utilizes an Exploratory Descriptive approach in its exploration of this phenomenon. To that end, a questionnaire consisting of 38 questions was designed and divided into four paragraphs. The corresponding scale was used to obtain the results. The questionnaire was distributed to 136 (out of 210) employees in lending institutions licensed by the Palestinian Monetary Authority. Finally, the data was analyzed using SPSS. The main findings of the study are that non-performing loans in Palestine are quite frequent. The main reason for defaulting on these loans that the study identifies is granting borrowers loans with higher monthly commitments than they can afford based on their actual income. Incorrect financial data mainly in the form of borrowers exaggerating their income results in these loans becoming non-performing. Furthermore, the credit decision by the lending institution may be influenced by the pressure of competition thus granting loans to borrowers who cannot fulfil their obligation. Finally, the study shows that the political and economic conditions prevailing in the “Palestinian Territories” and the weakness of the judicial system also contribute to defaulting on these loans. The study thus recommends better ways of assessing the actual income of the borrower instead of solely depending on the self-reporting of personal financial status, e.g., “site visits” by a loan officer. The study also suggests that the loan should not be disbursed in one payment and to implement a follow-up schedule between multiple payments in order to ensure that the borrower uses the loan for its documented purpose. Finally, the study recommends that the unified credit query should include all aspects of life that affect the borrower’s monthly obligations in fulfilling the terms of the loan.
