Abstract: الملخَص: التطبيع السَياسَي بين الدول العربية وإسرائيل (1979-2021) بحثت هذه الدراسة في العلاقات وأسس التطبيع قبل وبعدها وفي أثناء اتفاقية كامب ديفيد بين مصر وإسرائيل1979فبدأت بالتعرف على أسس الاتفاقية ودواعي التطبيع بين مصر. وإسرائيل ومدى تأثير حرب عام 1973 وقراري مجلس الأمن (242 و338)على القضية الفلسطينية ومؤتمر جنيف الدوليّ للسلام , كما بينت الدراسة مبادرة السادات والدوافع من وراء هذه الاتفاقية كذلك ناقشت المواقف العربية والدولية من اتفاقيةكامب ديفيد بين المعارض والمؤيد لهذه المبادرة ومن ثَمَ الانتقال إلى مسلسل التطبيعمن خلال عقد الاتفاقيات العربية الإسرائيلية,كاتفاقية أوسلو. ووادي عربة ثمّ تطرقت إلى النتائج المترتَّبة على عقد هذه الاتفاقات على الجانب الفلسطينيَ والجانب الإسرائيليّ. حيث بدأ مشوار التطبيع العربيّ مع نهاية سبعينيات القرن الماضي, لكنه ظلّ فاتراً حتى عام 2020وعندما التحقت أربعدول بقطار التطبيع,آثر بعضهما إلى التحالف والتكاتف مع إسرائيل وفي حين ظلّالتطبيع المصريّ والأردنيّ في أضيق الحدود تهيمن عليه قضايا اقتصادية وأمنية تفرضها الجغرافيا غالباً وصل حدَ التحالف بين الإمارات وإسرائيل, ووَفْقَ مراقبين جاء التطبيع العربيَ في 2020 خلال حقبة الرئيس الأمريكيّ السابق دونالد ترامب،إما تحت الضَغط الأمريكيَ (كالسودان) أو لغرض المقايضة ( كالمغرب)وثمة مَن طبع سرًا لسنوات, لكنه وجد الفرصة للخروج إلى العلن أو التذرّع بالتهديد الإيرانيّ (كالإمارات والبحرين) ورغم احتفاء أنظمة التطبيع باتفاقاتها, إلا أنّ هناك مواقفَ رافضةً لاتفاقيات التطبيع في هذه الدول . وهذه الدراسة التي تتكون من ثلاثة فصول خرجت بعدد من النتائج , أهمّها أنّ التطبيعَ السياسيّ العربيّ الإسرائيليّ ما هو إلا تطبيع أنظمة وحكومات أدى إلى تغيرٍإستراتيجيّمهم وخطير في المنطقة العربية؛ إذ يعتبر نقطة قوة وإنجاز لصالح إسرائيل, كما أنّ التطبيع العربيّ قد أضعف القضيّة الفلسطينية وسط تخلّي أكثر الدول العربية عن دعمها لفلسطين , وانتقال دعمها لصالح إسرائيل وتراجع مكانة السلطة الفلسطينية , ولكنّ صمود الشعب الفلسطينيّ ومقاومته الشّعبية أفشل صفقة القرن, وأحرج الدول العربية المطبّعة مع إسرائيل, ومنع دُولاً أخرى من الالتحاق بركب التطبيع, والمراهنة ستكون على وحدة الصّفّالفلسطينيّ,والالتفاف الشّعبيّ العربيّ حول قضّية العرب المركزية –(القضية الفلسطينية ). Political Normalization between Arab Countries and Israel (1979-2021) Abstract The present study investigates the historical development of political normalization of relations between Arab countries and Israel, before, during and after the Camp David Accords between Egypt and Israel in 1979.The study begins by identifying the background of the Accords, the reasons behind normalization between Egypt and Israel, the impact of the 1973 War and the Security Council resolutions 242 and 338 on the Palestinian cause, and the Geneva Middle East Peace Conference. The study examines the Egyptian President Sadat's initiative and motives behind this Accord; it discusses Arab and international positions opposing and supporting this initiative or the Camp David Accords.Then the study examines the process and consequences of normalization and some Arab-Israeli agreements, such as the Oslo Agreement and the WadiAraba Jordanian-Israeli Peace Treaty. The process of normalization began at the end of the 1970s, but it remained lukewarm until 2020. When four countries joined the process, some of them preferred to enter into an alliance and join hands with Israel, while the Egyptian and Jordanian normalization remained very limited and dominated by economic and security issues imposed by their geography. After that, a normalization process and alliance took place between the Emirates and Israel. According to observers, normalization took place in 2020 during the era of the former US President Donald Trump, either due to the US pressure (such as Sudan) or for the purpose of bartering (such as Morocco). There are Arab countries that have secretly normalized relations with Israel for many years, but they seized the opportunity to disclose their position, taking the Iranian threat as a pretext (such as the UAE and Bahrain). Although the normalization regimes of these Arab countries celebrate their agreements, there are many people who reject these agreements in these countries. This study, which consists of three chapters, found a number of results, the most important of which is that Arab-Israeli political normalization has been taking place only between regimes and governments, which has led to a significant and hazardous strategic change in the Arab region. Normalization is considered a point of strength and achievement for Israel, yet it has weakened the Palestinian cause. Most Arab countries have abandoned their support for Palestine, their support has shifted to Israel's advantage, and the Palestinian Authority's standing has declined. However, the steadfastness of the Palestinian people and their popular resistance have thwarted the deal of the century, embarrassed the Arab countries that have already normalized relations with Israel, and prevented other countries from joining the normalization process. The bet will be on the unity of the Palestinian people, and the Arab popular rally around the central issue of the Arabs –the Palestinian cause.
