السياسة الأمريكية اتجاه القضية الفلسطينية في عهد ترامب (2017-2021)

Abstract

ملخص الدراسة هدفت هذه الدراسة إلى التعرف على أوجه وطبيعة السياسة الخارجية الأمريكية من القضية الفلسطينية في ظل فترة حكم الرئيس دونالد ترامب (2017-2021)، وذلك من خلال بيان تطورات السياسة الأمريكية تجاه القضية الفلسطينية بشكل عام، والوقوف عند السياسة الخارجية الأمريكية من مدينة القدس ودواعي نقل السفارة الأمريكية لها، والاعتراف بها كعاصمة لإسرائيل، إضافة إلى بيان السياسة الخارجية الأمريكية تجاه حل القضية الفلسطينية والصراع العربي الإسرائيلي من خلال صفقة القرن، وتجاه عملية السلام وأزمة المفاوضات في تلك الفترة كذلك، مع بيان أوجه السياسة الخارجية الأمريكية تجاه التوجه الفلسطيني للمجتمع الدولي، ومحكمة الجنايات الدولية، ومؤسسات المجتمع الدولي بشكل عام. ولتحقيق هدف الدراسة تم الاعتماد على أكثر من منهج، بدءً بالمنهج الوصفي التحليلي والذي يعتمد على دراسة الظاهرة ووصفها وتحليلها تحليلاً منطقياً. بالإضافة إلى المنهج التاريخي كونه الملائم لمثل هذا النوع من الدراسات. وبالختام توصلت إلى مجموعة من النتائج، أهمها أن السياسة الخارجية الأمريكية نحو قضايا الشرق الأوسط بشكل عام والقضية الفلسطينية بشكل خاص لا تتغير بتغير الرئيس الأمريكي، حيث أن السياسة الأمريكية الحالية تمثل ثوابت لا يمكن الخروج عنها من قبل أي رئيس أمريكي، وهذا ما لاحظناه على أرض الواقع في فترة ولاية الرئيس دونالد ترامب (2017-2021). كما وأوصيت مجموعة من التوصيات أهمها بأن تقف كافة المؤسسات والمنظمات الدولية والمحلية عند حدود مسؤوليتها القانونية للدفاع عن القدس والتصدي لقرار نقل السفارة الأمريكية إليها من خلال الدعوة الى عقد اجتماع طارئ لمجلس الأمن الدولي للنظر في هذا القرار، وكذلك والتوجه الى الجمعية العامة تحت مرجعية قرار الاتحاد من اجل السلم للتصدي لهذا القرار. Abstract This study aimed to identify the aspects and nature of the American foreign policy regarding the Palestinian issue under the rule of President Donald Trump (2017-2021), by explaining the developments of American policy towards the Palestinian issue in general, and standing at the American foreign policy from the city of Jerusalem and the reasons for transferring The American embassy has it, and its recognition as the capital of Israel, in addition to a statement of the American foreign policy towards solving the Palestinian issue and the Arab-Israeli conflict through the Deal of the Century, and towards the peace process and the crisis of negotiations during that period as well, with an explanation of the aspects of American foreign policy towards the Palestinian orientation of the international community, and a court International crimes, and the institutions of the international community in general. To achieve the goal of the study, more than one method was relied upon, starting with the descriptive-analytical method, which depends on the study, description and logical analysis of the phenomenon. In addition to the historical method being appropriate for this type of studies. In conclusion, the researcher reached a set of results, the most important of which is that the American foreign policy towards Middle Eastern issues in general and the Palestinian cause in particular does not change with the change of the American president, as the current American policy represents constants that cannot be deviated from by any American president, and this is what we noticed on the ground in the term of President Donald Trump (2017-2021). The researcher also recommended a set of recommendations, the most important of which is that all international and local institutions and organizations stand at the limits of their legal responsibility to defend Jerusalem and confront the decision to transfer the American embassy to it by calling for an emergency meeting of the UN Security Council to consider this decision, as well as to go to the General Assembly under the reference of a resolution Union for Peace to address this decision.
