Abstract: ملخص الدراسة قدَّمت هذه الدراسة ابتداءً قراءة لطبيعة نشأة حركة حماس وارتباطها بجماعة الإخوان المسلمين، وتأثير ذلك الارتباط على بناء فكر الحركة، وقراءتها للواقع السياسي وتطبيقاته؛ من خلال منظورها الإسلامي الذي صبغت به الحركة رؤيتها، وعرَّفت به نفسها في ميثاقها الذي أَصدرته إبان تأسيسها، وصولًا إلى انطلاق الحركة ومشاركتها في العمل العسكري، الذي بدأت بتفعيله كخيار استراتيجي مبكرًا، مع انطلاقتها عام 1987م، مما دفعها إلى واجهة العمل السياسي، بعد أن أثبتت حضورها وتأثيرها في ميدان العمل العسكري. وبعدها قدمت قراءة لموقف الحركة من النهج السياسي الذي قادته منظمة التحرير الفلسطينية في علاقتها مع الاحتلال، ومشروع التسوية السياسية الذي انخرطت فيه المنظمة بعد ذلك، والذي كان من تبعاته تأسيس السلطة الوطنية الفلسطينية، ومؤسسات الحكم الذاتي في بعض مناطق الضفة الغربية وقطاع غزة.رَغم رفض الحركة المبدئي لهذا المشروع برمَّته، إلا أنها تعاملت معه بمرونة، لأنّ مُجابهته تَعني التصادم مع أكبر فصيل فلسطيني، قادَ العمل النضالي منذ مرحلة مبكرة، وحَصلت بعضالصدامات بين حركة حماس وأجهزة السلطة الفلسطينية التي تأسست في الضفة والقطاع، إلا أن العلاقة ظلت محكومة بمحددات مرِنة بين الطرفيّن، ولم تصل إلى ما وصلت إليه من اقتتال واسع، كما جرى بعدمشاركة الحركة وفوزها في انتخابات المجلس التشريعي الفلسطيني الثانية، وأثر هذا الفوز على الساحة الفلسطينية . في الفصل التالي؛ خصصتْ الدراسة الحديث عن موقف حركة حماس منالانتخابات التشريعية والرئاسية، وما أفرزته من قوى سياسية، كان لها دور في تأسيس النظام السياسي الفلسطيني، الذي بنيت عليه السلطة الفلسطينية كنظام سياسي يدير شؤون المجتمع في داخل فلسطين المحتلة، رغم عدم مشاركة الحركة في انتخابات المجلس التشريعي الأولى، إلا أنَّها ظلَّت حاضرة بقوة في ساحة العمل السياسي، من خلال مواقفها السياسية، وفعالياتها المناهضة لمشروع السلطة، والحلول السياسية المطروحة، إضافة إلى فعاليتها العسكرية في محاربة الاحتلال، خلال فترة طويلة انشغلت فيها السلطة الفلسطينية وقيادة منظمة التحرير بالعملية السياسية، وبناء النظام السياسي والإداري وبالمفاوضات والمؤتمرات الدولية، التي سَعت من خلالها إلى تحقيق شيء من الاختراق في الموقف الإسرائيلي، فيما يتعلق بالحقوق الفلسطينية. تلك المتغيرات انتهت بانتفاضة الأقصى، التي أنهت عمليًا اتفاقية أوسلو، وإن بقيت إفرازاتها قائمة على الأرض بوجود سلطة سياسية بنيت على أساس تلك الاتفاقية. تلك الظروف وفَّرت فرصة لحركة حماس بالمشاركة في العملية السياسية من بوابة الانتخابات التشريعية، والتي فازت فيها، وكانت مرحلة جديدة من مراحل العمل الذي انخرطت فيه ولا تزال. وصار الصراع على أشده مع الاحتلال من جهة، ومع خصمها السياسي؛ حركة فتح. أخيرًا قدمت الدراسة تحليلًا لوثيقة حماس السياسية التي أصدرتها عام 2017م، وطبيعة التغيرات التي أجرتها الحركة على خطابها، ولغتها وتعريفها لنفسها، ودورها وموقفها من العديد من القضايا الوطنية.إضافة إلى محاولتها تغيير النظرة التي أرادت للعالم أن يراها بها من جديد، بعد أن كان ميثاق الحركة الذي صَدر مبكرًا؛ هو أهم ما يظهر تلك التعريفات عبر تاريخها.مع تلك القراءة للوثيقة السياسية؛ قدَّمت الدراسة رؤية مستقبلية لما يمكن أن يكون عليه حال الحركة، بناءً على الواقع الذي تأسَّس، بعدَ المتغيرات التي حصلت عقب سيطرة الحركة على قطاع غزة، وعقب تقديم الوثيقة السياسية، والتطورات السياسية القائمة في المنطقة محليًا، وإقليميًا، وعالميًا.   Summary This study initially provided a reading of the nature of the emergence of the Hamas movement and its connection with the Muslim Brotherhood, and the impact of that connection on building the group’s movement’s thinking and its reading of the political reality and its applications through its Islamic perspective with which the movement imbued its vision and introduced itself in its charter that it provided to people since its establishment, all the way to the launch of the movement and its participation in the military action, which it began to activate as a strategic option early simultaneously with its launch in 1987 AD. This also pushed the movement to the front of political action, after it proved its presence and influence in the field of military action. The study then provided a reading of the Hamas’s position on the political approach led by the Palestine Liberation Organization in its relationship with the occupation, and the political settlement project in which the PLO subsequently engaged, which led to the establishment of the Palestinian National Authority and Palestinian self-rule institutions in some areas of the West Bank and Gaza Strip. Despite Hamas’s initial rejection of this whole project, it dealt with it with flexibly, because confronting it meant clashing with the largest Palestinian faction that led the struggle from an early stage. Despite the fact that there were many clashes between Hamas and the Palestinian Authority organs in the West Bank and the Gaza Strip, the relationship remained governed by flexible determinants between the two parties and did not reach the extent of widespread fighting like what happened after the participation of Hamas and its victory in the second Palestinian Legislative Council elections, and the impact of this victory on the Palestinian arena. in the following chapter, the study focused on Hamas’s position on the legislative and presidential elections, and the political forces that they produced, and played a role in establishing the Palestinian political system upon which the Palestinian Authority was built as a political system that manages the affairs of society inside occupied Palestine. Although Hamas didn’t participate in The first Legislative Council elections, it remained strongly present in the political arena through its political positions, anti-authority events, political solutions, as well as its military effectiveness in the political arena, through its political positions, anti-authority events and political solutions as well as its military effectiveness in fighting the occupation. While on the other hand, Palestinian Authority and the PLO leadership were preoccupied with the political process, building the political and administrative systems and international negotiations and conferences through which it sought to achieve some penetration into the Israeli position, with regard to Palestinian rights. Those variables ended with the Al-Aqsa Intifada, which practically ended the Oslo Accords, although their foundations remained on the ground with the presence of a political authority built on the basis of that agreement. These circumstances provided an opportunity for Hamas to participate in the political process through the legislative elections, which it won later, and it was a new phase of work in which Hamas engaged and still involved. The conflict became more intense with the occupation on the one hand, and with its political opponent; Fatah movementon the other. Finally, the study provided an analysis of Hamas’s political document issued in 2017, and the nature of the changes the movement made to its discourse, language and self-definition, and its role and position on many national issues. In addition to its attempt to change world’s perception towards it as the Hamas's early charter was the most important source that shows those definitions throughout its history. with that reading of the political document; The study presented a future vision of what the movement might be like based on the reality that was established, and after the changes that occurred after the movement’s control of Gaza Strip, and after the presentation of the political document, and the existing political developments in the region locally, regionally, and globally.
