دور هيئات الحكم المحلي في فلسطين في التنمية الاقتصادية

Abstract

ملخص تهدف الدراسة التعرف إلى واقع الحكم المحلي الإداري والقانوني والمالي وما دوره في تحقيق التنمية الاقتصادية في فلسطين. حيث صيغت الدراسة من خلال السؤال الرئيسي: ما واقع الحكم المحلي الإداري والقانوني والمالي وما دوره في تحقيق التنمية الاقتصادية في فلسطين؟ ويتفرع عن هذا السؤال مجموعة من التساؤلات الفرعية. ولكي تحقق الدراسة اهدافها وفق المنهجية العلمية، فقد تم استخدام المنهج الوصفي التحليلي للوصول إلى أهداف الدراسة. وذلك من خلال استخدام استبانة تكونت في صورتها النهائية من (61) فقرة وبعد التحقق من صدق الأداة تم توزيعها على عينة مؤلفة من (100) من الموظفين العاملين في جميع البلديات والهيئات المحلية. وقد استخدمت الدراسة اساليب التحليل من خلال برنامج التحليل الاحصائي SPSS وذلك للتحقق من واقع الحكم المحلي الإداري والقانوني والمالي وما دوره في تحقيق التنمية الاقتصادية في فلسطين.

توصلت الدراسة الى عدد من النتائج أهمها: • على الرغم من الظروف الاقتصادية والسياسية الصعبة التي يمر بها المجتمع الفلسطيني، إلا أن الهيئات المحلية الفلسطينية تمكنت من مواجهة هذه الظروف وتخطيها، ومنح المواطنين الخدمات المحلية الكافية لهم، لكن هذه الخدمات متوسطة تحتاج إلى التطوير والاستحداث والعمل المستمر. • يتوفر في فلسطين نظام حكم محلي جيد ومقبول ، بحيث يتمتع الحكم المحلي في فلسطين بدرجة مرتفعة من اللامركزية والاستقلالية والديمقراطية وإدارة الموارد المالية والاستثمارية، ومع ذلك يبقى هذا النظام يحتاج إلى العمل المستمر وتكثيف الجهود خصوصاً فيما يخص مجال المساءلة والرقابة، وأيضاً مواجهة التحديات والمعيقات التي تواجه نظام الحكم المحلي الفلسطيني. وبعد تحليل النتائج، خلصت الدراسة إلى مجموعة من التوصيات أهمها: • يجب على الهيئات المحلية أن تهتم بدور المواطن في الرقابة وإعداد الموازنات، وضرورة بناء رؤية واضحة لدى المواطنين حول حاجاتهم من الحكم المحلي. • قيام الهيئات المحلية بالعمل على تفعيل دور المواطن والمشاركة الجماهيرية في الخطط التنموية وعملية صنع القرار المحلي، والعمل على تطبيق المحاسبة الإدارية البيئية كأحد أبرز أشكال مواكبة التطور في الممارسات المحاسبية داخلها. • انشاء برامج تثقيفية لتوعية المواطن بدوره في دعم البلديات والمحافظة على ممتلكاتها ودوره في تطويرها، كذلك تعريفه بدور البلديات في التنمية وتقديم الخدمات. • السعي لاستكمال منظومة المشروعات الأساسية والضرورية في الأقاليم والمحليات من خدمية وتعليمية وصحية واجتماعية وأمنية .

The reality of local government and its role in achieving economic development in Palestine.

Abstract The study aims to know the reality of the administrative, legal and financial local government and its role in achieving economic development in Palestine. Where the study was formulated through the main question: What is the reality of local administrative, legal and financial governance, and what is its role in achieving economic development in Palestine? This question has a number of sub-questions. In order for the study to achieve its objectives in accordance with the scientific methodology, the descriptive analytical method was used to reach the objectives of the study. This was done through the use of a questionnaire in its final form consisting of (61) items, and after verifying the validity of the tool, it was distributed to a sample of (100) employees working in all municipalities and local authorities. The study used the methods of analysis through the statistical analysis program SPSS in order to verify the reality of the administrative, legal and financial local government and its role in achieving economic development in Palestine.

The study reached a number of results, the most important of which are: • Despite the difficult economic and political conditions that the Palestinian society is going through, the Palestinian local authorities were able to face and overcome these conditions, and to provide citizens with adequate local services for them, but these services are medium that need development, innovation and continuous work. • There is a good and acceptable local government system in Palestine, so that local government in Palestine enjoys a high degree of decentralization, independence, democracy, and the management of financial and investment resources. However, this system remains in need of continuous work and intensification of efforts, especially with regard to the field of accountability and oversight, as well as facing challenges and obstacles. After the analysis of the data, the researcher suggests the following: First: Local authorities should pay attention to the citizen's role in monitoring and preparing budgets, and the need to build a clear vision for citizens about their needs from local government. Second: Local authorities work to activate the role of the citizen and public participation in the development plans and the local decision-making process, and work on the application of environmental management accounting as one of the most prominent forms of keeping pace with the development in accounting practices within them. Third: Establishing educational programs to educate citizens about their role in supporting municipalities and preserving their properties and their role in developing them, as well as introducing them to the role of municipalities in development and service provision. Fourth: Seeking to complete the system of basic and necessary projects in the regions and localities in terms of service, education, health, social and security.
