العلاقات الفلسطينية الجزائرية في عهد الرئيس هواري بومدين (1965- 1978م)

Abstract

ملخص الدراسة هذه الرّسالة سلّطت الضوء، على التوجّهات الرئيسيّة للسياسة الجزائريّة في منتصف الستينيات، وحتى نهاية السبعينيات تجاه القضيّة الفلسطينيّة، باعتبارها قضيّة جوهريّة في حقل العلاقات الدوليّة أولاً، وكونها دولة عربيّة وإسلاميّة ثانيًا، إذ تحظى بأهميّة كبيرة لدى المسلمين عامّة، خاصّة مع بداية تطوّر الصّراع، من صراع عربيّ إسرائيليّ، إلى صراع فلسطينيّ إسرائيليّ في تلك الفترة، نجم عنه عدّة حروب، مثل: حرب 1967م ، وحرب أكتوبر في 1973م، كما أنّ الجزائر ظلّت ولا زالت تنادي بدعم حقّ الشعوب في تقرير مصيرها، وبخاصّة في المحافل الدوليّة . ومن الجدير ذكره، أنّ علاقة الجزائر بالقضيّة الفلسطينيّة، ليست وليدة مرحلة ما بعد الاستقلال، بل إنّ جذورها عميقة في التّاريخ الوسيط، وازدهرت في بدايات القرن العشرين نظرًا للتّطوّرات السّياسيّة والإقليميّة والدّوليّة، وهذا ما تؤكده أدبيّات الحركة الوطنيّة، بمختلف تياراتها الفكريّة والّسياسيّة، والتي تُجمع على مساندة نضال الشّعب الفلسطينيّ، ودعمه من أجل التّخلص من الاحتلال، ونيل الحريّة والاستقلال. كما أدّت الجزائر دورا هاما في دعم القضيّة الفلسطينيّة، سواء من خلال تقديم كل أشكال الدّعم (السياسيّ و الدبلوماسيّ و العسكريّ)، للثورة الفلسطينيّة في المحافل العربيّة والإقليميّة والدوليّة، أو من خلال احتضانها لفصائل المقاومة الوطنيّة، ومؤسسات منظّمة التّحرير الفلسطينيّة؛ لبناء مقاومة فلسطينيّة قادرة على تحقيق أهدافها العسكريّة، وتحقيق النصر، واستعادة التراب الوطني، كما تطوّر موقف الجزائر الداعم بلا حدود إلى محاولة الحفاظ على اللّحمة الوطنيّة الفلسطينيّة، واستعادة الوحدة الوطنيّة الفلسطينيّة في مراحل مفصليّة للنضال الوطنيّ الفلسطينيّ؛ وذلك تأكيدًا لحضورها الفعال، والأداء الدبلوماسيّ المتميّز؛ من أجل تحقيق مكاسب، تعكس القدرات التي تمتلكها الدّولة الجزائريّة خدمة لقضايا الأمّة العربيّة ومصالحها، وبخاصّة في مرحلة اشتداد الصّراع العربيّ الإسرائيليّ، والفلسطينيّ الإسرائيليّ.

Abstract This dissertation highlighted the main trends of Algerian policy in the mid-1960s and up to the end of the 1970s towards the Palestinian cause as a fundamental issue in the field of international relations as well as an Arab and Islamic State. Palestine is of great importance to Muslims in general، especially as the conflict begins to develop from an Arab-Israeli conflict to a Palestinian-Israeli conflict in that period which resulted in several wars such as the 1967 war، and the October War of 1973. Algeria continued to advocate support for the right of peoples to self-determination، especially in international forums. It should be noted that Algeria's relationship with the Palestinian cause is not a result of the post-independence period. Rather، it has deep roots in middle ages and flourished at the beginning of the twentieth century due to political، regional and international developments. This is confirmed by the literature of the national movement، with its various intellectual and political currents، which unanimously supports the struggle of the Palestinian people to get rid of occupation and achieve freedom and independence. Algeria has also played an important role in supporting the Palestinian cause، whether by providing all forms of support for the Palestinian political، diplomatic and military revolution، in the Arab، regional and international forums، or by embracing the factions of the national resistance and PLO institutions to build a Palestinian resistance capable of meeting its military objectives، achieving victory and restoring national territory، and developing Algeria's endless support in an attempt to preserve the Palestinian national unity. It also worked on the restoration of the Palestinian national unity in the articulated stages of the Palestinian national struggle confirming its effective presence and outstanding diplomatic performance in order to make significant gains that reflect the capabilities of the Algerian State to serve the causes of the Arab nation، in particular، and in the intensification of the Arab-Israeli and Palestinian-Israeli conflict.
